Neos is Seeking a Sr. Business Analyst for a long-term contract role with our client in Austin, TX.

Position is ONSITE at the location listed above (NO REMOTE WORK).

DESCRIPTION OF SERVICES

Reviews, analyzes, and evaluates business systems and user needs. Formulates systems to parallel overall business strategies. Experienced with business process reengineering and identifying new applications of technology to business problems to make business more effective. Familiar with industry standard business process mapping, and reengineering. Prepares solution options, risk identification, and financial analyses such as cost/benefit, ROI, buy/build, etc. Writes detailed description of user needs, program functions, and steps required to develop or modify computer programs.

Working on a major system modernization project for building a new Medicaid application. The Worker will be a part of the team responsible for providing project and product oversight of the Medicaid IT-Contracted Systems efforts, integrated projects, and support of dependent efforts. The Worker will support and provide oversight of documentation and delivery of application functionality as part of the Medicaid IT-Contracted systems applications team. The Worker will assist in creating processes and documentation to ensure a consistent understanding and approach to align with the agency direction for an integrated solution.

CANDIDATE SKILLS AND QUALIFICATIONS

Required Skills/Experience
  • 8 years - Required - Coordinate with outside vendors to complete projects and service requests; and define, assign, and evaluate their work
  • 8 years - Required - Develop and/or review of project artifacts such as test cases, requirements documentation and traceability, design and technical specifications
  • 8 years - Required - Consult on the analysis of a system, troubleshoot problems, and support solution implementations
  • 8 years - Required - Manage a project's scope, acceptance, and deployment, and monitor system integration and user acceptance testing
  • 8 years - Required - Identify a project's potential risks and difficulties and design strategies to mitigate or avoid them
  • 8 years - Required - Perform the analysis of HHS policies, procedures, and standards to determine their effect on automated systems and system functional areas
Preferred Skills/Experience
  • 3 years - Preferred - Experience using TFS/ADO to create, manage, and maintain requirements throughout the development lifecycle
  • 3 years - Preferred - Working in an Agile environment (preferably SAFe)
  • 3 years - Preferred - Experience using Microsoft products, such as MS Office, SharePoint, and Copilot
  • 3 years - Preferred - Demonstrated understanding of enterprise system components such as user interfaces, data layers, infrastructure, and integrations; knowledge of business rules engines and workflow orchestration; familiarity with cloud-based solutions preferred
  • 3 years - Preferred - Experience and knowledge of Texas HHSC processes as well as Texas Medicaid and CHIP systems
  • 3 years - Preferred - Experience updating portfolio project management tools and management of state level major information resource project information
