Role: OCM Lead

The client has issued a request for an OCM Lead to support their CAPPS STARR implementation, a statewide financial system transition affecting more than 200 agencies and institutions of higher education. This role leads the change management approach for agency readiness, including communications, readiness assessments, UAT support, Train-the-Trainer, End User Training, and pre-go-live reporting, while directing OCM Coordinators carrying out day-to-day execution. The ideal candidate will have led OCM on large ERP or statewide implementations, built readiness frameworks and executive reporting, and know how to turn agency participation data, risks, and training progress into clear go-live readiness decisions.
Responsibilities include (but are not limited to):
- Own the change management methodology, readiness planning framework, and agency-facing communications approach for the CAPPS STARR implementation.
- Lead business readiness assessments, monitor agency participation and readiness risks, and produce executive summaries and pre-milestone readiness reports for CPA leadership.
- Direct OCM Coordinators supporting UAT, Train-the-Trainer, End User Training, and agency outreach while helping CPA define governance, escalation, and transition processes.
Minimum Candidate Characteristics:
- 8+ years of organizational change management experience, including stakeholder engagement plans, readiness assessments, and agency communications for large technology implementations or enterprise transitions.
- 5+ years designing and conducting business readiness assessments, executing project-level change strategies, and measuring readiness and long-term adoption outcomes.
- 5+ years leading change teams, developing executive-level communications and governance frameworks, and applying structured OCM methods such as Prosci ADKAR, CCMP, or equivalent on large ERP or statewide implementations.
Exceptional Candidate Characteristics:
- Direct experience working within or supporting Texas state government.
- Functional experience with CGI Advantage or a similar statewide financial application.
- Experience with CPA’s legacy Statewide Financial Systems production support activities and change management certifications such as Prosci, CCMP, or CMAP.
