Position: Oracle Database Administrator

Location: Remote

Job Description:

Systems Engineering, Architecture, Administration, and Support

•             Administer, maintain, monitor, and optimize Oracle databases and supporting infrastructure for WRIS and related applications, including backup, recovery, patching, troubleshooting, and performance tuning. 

•             Help lead the migration of WRIS databases and related services from on-premises environments to Oracle Cloud Infrastructure, including planning, validation, cutover support, and post-migration optimization. 

•             Engineer, configure, and support database and system environments, upgrades, patches, hardware replacements, and recovery processes to maintain stable and secure operations. 

•             Design and support database architecture, data models, stored procedures, triggers, and SQL or PL/SQL code that enable reliable business operations, reporting, data integrity, and system integration. 

•             Document database architecture and solution design using clear technical artifacts, including entity-relationship diagrams, data flow diagrams, and related documentation methods. 

•             Monitor database and system resource usage, analyze performance, tune environments for reliability and scalability, and recommend cost-effective improvements. 

•             Support information security administration by managing database access, permissions, environment controls, patch review, risk mitigation, and compliance with state and agency policies. 

•             Partner with program staff, developers, GIS professionals, contractors, and other technical teams to gather requirements and translate business needs into effective technical solutions. 

•             Support GIS-related data integrations, enterprise data services, and document-linked workflows, including systems such as FileNet and related metadata or retrieval processes. 

•             Support business continuity, disaster recovery, and recoverability objectives for database and related infrastructure services. 

•             Respond to user support needs, assist with system enhancements, and contribute to modernization efforts that improve service delivery and operational effectiveness. 

•             May lead projects involving the design, development, implementation, and management of databases, and may be assigned responsibility for project components. 

•             Demonstrate a willingness and eagerness to explore Artificial Intelligence (AI) in the database and other workflows, including practical uses for automation, monitoring, workflow improvement, reporting support, and future platform modernization 

Minimum Qualifications: Equivalent combinations of education and experience may be considered on a case-by-case basis. 

•             Bachelor’s degree in computer science, information systems, information technology or related field

•             Three plus years of applicable experience

Knowledge, Skills, and Abilities (KSAs):

Knowledge of:

•             Working knowledge of multi-tier architecture, enterprise infrastructure, and systems integration across server, storage, network, and operating environments.

•             Knowledge of relational database security principles, including authentication, authorization, auditing, and broader enterprise security practices.

•             Database design concepts including normalization, transactional integrity, data warehousing, dimensional modeling, and alternative data models.

Skill in:

•             Virtualization, containerization, and cloud concepts, including platforms such as VMware, Hyper-V, Docker, Oracle Cloud Infrastructure, and related services/technologies.

•             Database views, monitoring tools, performance analysis methods, and scripting or automation tools used to support efficient administration.

Ability to:

•             Assess technical risk, support continuity of service, and apply sound judgment in maintaining stable and secure environments.

•             communicate clearly, organize competing priorities, and work effectively with both technical teams and business partners.
