Program Manager – Agile Delivery & JIRA Governance

Position Summary

We are seeking an experienced Program Manager with strong expertise in JIRA, Agile program management, and cross-functional delivery leadership. The ideal candidate will be responsible for planning, coordinating, and managing multiple projects and workstreams while ensuring alignment with business objectives, timelines, budgets, and quality standards.

This role requires hands-on experience with JIRA administration, Agile methodologies, stakeholder management, reporting, risk management, and program governance across enterprise environments.

Key Responsibilities

• Lead and manage large-scale programs involving multiple projects, teams, and stakeholders.
• Develop and maintain program roadmaps, delivery plans, milestones, and dependencies.
• Drive Agile delivery processes using JIRA for sprint planning, backlog management, release tracking, and reporting.
• Configure and manage JIRA dashboards, workflows, boards, filters, and reports to provide visibility into program performance.
• Collaborate with Product Owners, Scrum Masters, Engineering teams, and business stakeholders to ensure successful delivery.
• Monitor project progress, identify risks, and implement mitigation strategies.
• Facilitate program governance meetings, status reviews, sprint reviews, and executive reporting.
• Track key program metrics including velocity, burn-down charts, capacity planning, resource utilization, and delivery KPIs.
• Ensure alignment between business objectives and project execution.
• Manage cross-functional dependencies and resolve blockers impacting delivery.
• Drive continuous process improvement initiatives across Agile teams.
• Support budgeting, forecasting, resource planning, and vendor coordination when required.
• Prepare executive-level presentations, status reports, and program health dashboards.

Required Qualifications

• Bachelor''s degree in Computer Science, Information Systems, Business Administration, or a related field.
• 8+ years of Program/Project Management experience in enterprise environments.
• Strong hands-on experience with JIRA and Confluence.
• Proven experience managing Agile, Scrum, and hybrid delivery programs.
• Experience creating and maintaining JIRA workflows, dashboards, reports, and custom filters.
• Strong understanding of SDLC, Agile methodologies, and release management.
• Excellent stakeholder management and communication skills.
• Experience managing multiple concurrent projects and distributed teams.
• Strong analytical, problem-solving, and organizational skills.
• Experience with risk management, dependency tracking, and program governance.

Preferred Qualifications

• PMP, PgMP, PMI-ACP, CSM, SAFe Agilist, or equivalent certification.
• Experience with enterprise transformation, digital modernization, or cloud migration programs.
• Knowledge of Azure DevOps, ServiceNow, Smartsheet, or other project management tools.
• Experience working with global teams and offshore delivery models.
• Familiarity with data analytics and reporting tools such as Power BI or Tableau.
