Job Title: Budget Analyst
Location: Remote
Duration: 12 Months (Possible Extension)

Key Responsibilities:
  • Monitor and report on APD expenditures, confirming that spending aligns with approved APD budgets, by fund type, and applicable federal requirements.
  • Perform detailed fund analysis of expenditures and reconcile actual spending to budget.
  • Track spending by project phase and report on phase budget status and remaining balances.
  • Prepare, review, and process journal vouchers related to APD and Expansion activities.
  • Analyze Expansion pharmacy rebate collections and pharmacy spend, reconcile rebate receivables, and report on net pharmacy cost trends for the Expansion population.
 
Key Requirements:
  • Experience in budget analysis, financial reporting, or federal funds and grants management, preferably in a government or healthcare finance setting.
  • Familiarity with federal financial participation, Advance Planning Documents, or similar federally funded project structures is strongly preferred.
  • Analytical skills are sufficient to analyze spending by fund and by phase and to reconcile rebate and expenditure data.
  • Proficiency with spreadsheets and financial systems, with the ability to produce clear reports for leadership.
  • Ability to work independently and manage multiple reporting requirements on schedule.
 
Required Skills/Qualifications:
  • 3 years of Experience in budget analysis, accounting, or financial reporting, preferably in a government or healthcare finance setting.
  • 3 years of Experience executing against multiple priorities/projects.
  • 3 years of Proficient use of project collaboration and tracking tools (Microsoft Project Suite, MS Teams, Zoom, etc.).
  • 3 years of Exceptional written and oral communication skills.
  • 3 years of experience monitoring Contract Spend on multiple Contracts.
  • 3 years of Experience with tracking fund utilization across state and federal sources.
 
Preferred Requirements:
  • 3 years of Prior State Government/public sector experience with health and human services programs (such as Medicaid, Medicaid Management Information System MMI.
