Position Overview

The State of Texas  is seeking a senior-level Process Improvement Manager to support enterprise-wide operational excellence and digital transformation initiatives.

This role requires a seasoned process engineering professional who can evaluate current-state workflows, eliminate inefficiencies, and design optimized future-state solutions aligned with modern modular or low-code technology platforms.

Key Responsibilities

Process Assessment & Analysis

Conduct end-to-end reviews of business processes across departments
Document “As-Is” workflows
Identify bottlenecks, redundancies, and inefficiencies
Apply Lean & Six Sigma methodologies for root cause analysis

Process Redesign & Optimization

Develop optimized “To-Be” workflows
Create actionable transition plans
Provide data-driven recommendations to improve throughput and functionality
Establish KPIs and ROI measurement frameworks

Technology Alignment

Translate optimized processes into functional and non-functional system requirements
Work with product and IT teams to align architecture with process needs
Support modular or low-code solution design initiatives
Collaborate with IT and operations teams for seamless implementation

Stakeholder Engagement & Facilitation

Lead process mapping workshops and working sessions
Gather stakeholder insights on pain points
Support change management strategies
Develop implementation roadmaps

Required Qualifications

12+ years in Process Engineering / Operations Optimization / Business Process Improvement
Proven leadership in large-scale process transformation initiatives
Six Sigma Black Belt Certification (Required)
Lean Certification (Required)
Strong experience evaluating and optimizing current-state workflows
Experience translating process improvements into software system requirements
Proficiency in process modeling tools (e.g., Visio)
Strong facilitation, stakeholder management, and communication skills
Experience with operational metrics & workflow optimization
Experience in regulated or government environments
Familiarity with process automation or low-code platforms
