Job Title: Business Systems Consultant Manager
Job Overview
The client is seeking an experienced Business Systems Consultant Manager to support the CAR Unit. The selected consultant will coordinate the analysis of complex business and technology issues, evaluate existing processes and systems, and provide recommendations to improve operational efficiency and effectiveness.
This role requires extensive experience in business systems analysis, process improvement, requirements management, data management, testing, stakeholder engagement, and project coordination. The consultant will work closely with mid-level and senior management, business stakeholders, and IT teams.
Required Qualifications
- Bachelor's degree in Computer Science, Information Technology, Business, or a related field.
- 10+ years of proven experience in IT, business systems consulting, business analysis, or related roles.
- Extensive experience serving as a Subject Matter Expert (SME) in business, functional, software, or technology domains.
- Strong experience working with executive leadership, senior management, and business stakeholders.
- Excellent verbal and written communication skills.
Key Responsibilities
- Coordinate and lead analysis of complex business processes and system-related issues for the CAR Unit.
- Research, document, and recommend improvements to business processes, operational efficiency, and best practices.
- Analyze ODOT Highway Crash Management Systems, databases, and workflows.
- Document current-state (AS-IS) and future-state (TO-BE) business processes and technology solutions.
- Collaborate with business units to gather requirements and recommend solution alternatives.
- Support unit testing, system testing, and user acceptance testing (UAT).
- Conduct data review, validation, and data cleanup assessments.
- Provide project management guidance, coordination, and task management support.
- Facilitate communication between business and technical teams.

- System Development Life Cycle (SDLC) methodologies.
- Software testing methodologies, including UAT.

- Experience with transportation, crash reporting, or public sector systems.
- Knowledge of NHTSA Reporting requirements and Crash Data Management.
- Experience with enterprise application modernization and system integration initiatives.
