Position Overview
NOAA Fisheries (NMFS) is seeking an experienced Project Management Support Lead to support fisheries management initiatives associated with Executive Order (EO) 14276 and related regulatory priorities. The selected candidate will work closely with NMFS Regional Offices, the Atlantic Highly Migratory Species (Atl HMS) Division, and the Office of Sustainable Fisheries (OSF) to coordinate and manage complex fisheries management actions, ensure compliance with federal regulations, and support timely project execution.
This role requires strong project management, regulatory coordination, technical writing, and stakeholder communication skills, along with the ability to manage multiple concurrent projects and contractor resources in a fast-paced federal environment.
Key Responsibilities
Project Management & Coordination
- Identify fisheries management needs and gather requirements from NMFS Regional Offices and the Atl HMS Division.
- Develop and execute project plans, schedules, milestones, and resource allocation strategies to support Seafood EO implementation goals.
- Lead and coordinate contractor teams to ensure fisheries management actions are completed accurately and on schedule.
- Manage multiple concurrent projects and appropriately allocate staffing resources based on organizational priorities.
- Track statutory and regulatory deadlines to ensure compliance with the Magnuson-Stevens Act and other federal requirements.
- Monitor project progress and provide regular updates to NOAA/NMFS leadership, OSF staff, and federal managers.
Regulatory & Policy Support
- Provide regulatory analysis and project management support for fisheries management actions.
- Ensure all work products align with EO 14276, the Magnuson-Stevens Act, NEPA requirements, and other applicable federal guidance.
- Review environmental analysis frameworks and technical documentation for compliance and quality assurance.
- Verify that all documentation meets Federal Register formatting and legal standards.
Team Leadership & Process Improvement
- Mentor and guide contract staff of varying skill levels.
- Coordinate and support training programs for contractor personnel involved in fisheries management actions.
- Identify operational bottlenecks and recommend process improvements, automation tools, and workflow enhancements.
- Proactively identify project risks, including staffing or regulatory challenges, and recommend mitigation strategies.
Records Management & Documentation
- Support electronic records categorization, preservation, retention, and disposal in accordance with federal records management requirements.
- Prepare, review, and edit technical documentation, meeting minutes, project reports, and status updates.
- Maintain accurate documentation and ensure compliance with federal recordkeeping standards.
Deliverables
The contractor will be responsible for delivering the following:
- Fisheries Management Needs Assessment documentation
- Regular performance and status reports
- Project Management Plan (updated semiannually)
- Quality Control Plan
- Training program completion for contract staff
- Meeting minutes and stakeholder communication documentation
- Kickoff meeting within three (3) days of task order award
Required Qualifications
- Bachelor’s degree in Business Administration, Environmental Policy, Marine Science, Public Administration, or a related field.
- Minimum of 7+ years of project management experience supporting federal programs or large-scale initiatives.
- Progress toward or completion of PMP or FAC-P/PM certification preferred.
- Strong understanding of federal regulatory processes, fisheries management, NEPA, and the Magnuson-Stevens Act.
- Experience managing multiple projects, schedules, deliverables, and contractor resources simultaneously.
- Excellent written and verbal communication skills.
- Strong analytical, organizational, and stakeholder management abilities.
Preferred Qualifications
- Experience supporting NOAA, NMFS, or other federal environmental agencies.
- Familiarity with fisheries management actions, Seafood EO initiatives, and Federal Register publication processes.
- Experience with records management, compliance tracking, and process improvement initiatives.
