Short Description:

The contractor will support the state lead specialist in their role. Additionally, the contractor may be assigned a 20-40 region of the state as their assigned district and work with IDOH and local health departments staff to monitor cases of children. 

 


Position Description

Purpose of Position/Summary:

The contractor will support the state lead specialist in their role and later on, assigned a 20-40 county region of the state as their assigned district. For that district, the contractor will work with IDOH staff and local health department staff to identify emerging lead issues and monitor cases of children with elevated blood lead levels (EBLL) to ensure they receive the case management support required.

Essential Duties/Responsibilities:

- Track current EBLL cases in Indiana’s state system, NBS, to ensure local health departments are providing case management services within mandated timeframes and closing cases as appropriate
- Meet with IDOH Case Surveillance Program Manager weekly to review case loads, county issues, significantly elevated cases, and emerging issues
- Work with IDOH’s Data Analyst to identify whether changes in testing or EBLL frequency are indicative of underlying risk factors within your assigned district.
- Work with Division Program Coordinators to ensure elevated blood lead levels requiring IDOH staff inspections are identified and assigned
- Provide updates and technical assistance to assigned regional contacts on changes to Lead code and emerging issues
- Periodic work directly with families to get required re-testing or home visit
- Periodic travel out to counties in assigned district to meet with health department personnel
- Attend and present at annual public health nurse meetings
- Review and edit program guidance and grant applications

Job Requirements:

- Working knowledge of laws, rules and regulations relating to lead and healthy homes (specifically 410 IAC 29)
- Able to effectively communicate in an oral and written format to professionals and non-professionals
- Strong organizational skills and the ability to track progress on cases in several dozen counties concurrently
- Able to use the internet and traditional research sources effectively
- Able to comprehend, develop, and document procedures involved in the work
- Able to make decisions regarding data entry information within specific program area of work
- Able to exercise good judgement related to sensitive information and ensure HIPAA confidentiality
- Able to deal tactfully with a variety of individuals including colleagues, community leaders, government officials and representatives of environmental consulting firms
- Proficiency in Microsoft Office, Adobe, webinar/conference call technology
- Interest in how lead exposure affects the health of families and the strategies employed to protect them

Difficulty of Work:

Contractor will need to be able to track progress on several hundred cases over the course of a program year and communicate with families, local health department personnel, and physicians as needed. The ideal cantidate for this job has excellent self-organization skills and is willing to develop and grow a thorough understanding of lead toxicity, case management, and support services in Indiana. Knowing how and when to escalate issues will be critical as follow-up or movement may take several attempts with peers, families, or physicians

Responsibility:

Contractor will be trained on state case management system and provided training as needed on state code and requirements. Goals are set in partnership with the Lead Surveillance Program Manager and work is largely done independently with weekly and monthly follow-up from Divisional leadership. Work is reviewed periodically to ensure services are being provided in accordance with established timeframes.

Personal Work Relationships:

Contractor interacts with supervisor, agency personnel and the public to furnish and receive information and ensure information is recorded appropriately in respective databases. This individual is expected to participate in Divisional and Program staff meetings providing feedback on processes and areas for improvement.


Physical Effort:

The work is performed in a standard office environment, typically in a seated position. Daily work will involve phone calls and video calls with staff and stakeholders throughout the state. Work will involve extensive use of hands, fingers and eyes and may include limited filing.
