Summary

GovCIO is seeking an experienced Engineer Scientist 3 with a strong background in integrated logistics support, and electronics maintenance to support the Navy's Fixed Submarine Broadcast System Fixed Very Low Frequency / Low Frequency (FSBS FVLF/LF) Engineering Support team. This onsite role, based in Charleston, SC, will provide hands on technical expertise for system installation, configuration, sustainment, and lifecycle support of mission critical telecommunications and broadcast systems. The ideal candidate will bring extensive experience in troubleshooting, component level diagnostics, preventative maintenance development, and system readiness support for C4ISR and Navy programs

Responsibilities

Key responsibilities include installation and configuration of telecommunications equipment, performing fault isolation and root cause analysis, conducting field surveys, supporting system integration efforts, ensuring documentation accuracy, and contributing to long term system reliability and availability. This role requires a proactive, detail oriented professional skilled in addressing complex technical challenges in operational environments.
  • Key responsibilities include installation and configuration of telecommunications equipment, performing fault isolation and root cause analysis, conducting field surveys, supporting system integration efforts, ensuring documentation accuracy, and contributing to long term system reliability and availability. This role requires a proactive, detail oriented professional skilled in addressing complex technical challenges in operational environments. Provides installation, technical expertise, and training for all telecommunications equipment and components. Be responsible for the production of the various components within the Fixed Submarine Broadcast System (FSBS)
  • Installs, configures, terminates, and tests all telecommunications equipment, cables, connectors, and interfaces.
  • Resolve system operational problems by troubleshooting and performing fault isolation.
  • Diagnose equipment malfunctions and perform maintenance and repairs based upon manufacturer specifications and recommendations.
  • Responsible for installation activities within the telecommunications function including engineering, implementation, procurement, diagnostics, and operations/user support.
  • Monitors the operation of Radio Frequency (RF) network systems and transition mediums.
  • Performs complex tasks relating to telecommunication network operations, installation, and/or maintenance for local, off-site, and/or remote locations.
  • Gather technical requirements, conduct surveys, and engage with clients, constructions crews, utility personnel, and various government departments.
  • Test, troubleshoot and repair circuit boards/cards if required.
  • Proficiently handle wiring and cabling installation and termination tasks.

Qualifications

High School with 6 - 9 years (or commensurate experience)

Required Skills and Experience
  • Clearance Required: TS/SCI
    • Minimum six(6) years of experience supporting radio, telecommunications, or C4ISR systems, including installation, testing, and evaluation activities.


    • Extensive background in electronics repair, maintenance, and checkout, including component level troubleshooting, circuit card diagnostics, and preventative maintenance execution


    • Demonstrated experience applying electrical and electronic theory, interpreting schematics and engineering drawings, and integrating electrical, mechanical, and software components into operational systems


    • Proficiency with test equipment such as oscilloscopes, signal generators, and diagnostic tools used in evaluating system performance and identifying faults.


    • Hands on experience performing Reliability, Availability, and Maintainability (RAM) analysis, Failure Mode and Effects Criticality Analysis (FMECA), Fault Tree Analysis, and related product support methodologies


    • Strong understanding of Integrated Logistics Support (ILS), Reliability Centered Maintenance (RCM), and sustainment planning for Navy or C4ISR programs


    • Skilledin cable and wiring installation, termination, and connector fabrication, including adherence to military standards and best practices.


    • Proven ability to resolve technical ambiguity, analyze failure data, and provide data driven recommendations for system improvements.


    • Excellent written and verbal communication skills, with demonstrated experience developing technical documentation, workflows, and maintenance procedures


    • High School Diploma, Technical School Certificate, or equivalent military technical training.



Preferred Skills and Experience

  • Strong background in electrical and system level installation activities, including configuration of communications systems, power distribution components, and mission Experience with Diminishing Manufacturing Sources and Material Shortages (DMSMS) monitoring and obsolescence mitigation to maintain long term system operability


  • Familiarity with developing and executing product support analyses such as LORA, SORA, FRACAS, and lifecycle maintenance plans for Navy systems


  • Knowledge of Navy supply processes, provisioning documentation (e.g., APLs, PTD, PPLs), and configuration management practices


  • Experience leading or supporting cross functional technical teams, providing training, and ensuring quality assurance for deployed systems.
