Job Description:
1. Manages & coordinates multiple IT & business solution projects whose primary stakeholders are agency executives & organizations responsible for service & product delivery (40%):
a. Applies project management methodologies & enforces project standards.
b. Directs development & implementation of project planning documents (e.g., cost management plan, schedule management plan, scope management plan, quality management plan, risk management plan, communication plan, change management plan, implementation plan, procurement management plan, staffing plan).
c. Creates & executes project work plans & revises as needed to meet changing requirements.
d. Reviews deliverables & ensures that project documents are complete, current & archived appropriately.
e. Sets & manages client expectations while continually seeking to increase customer satisfaction.
f. Facilitates client meetings effectively & communicates relevant project information to superiors.
g. Focuses on strategic planning of federal & state mandated projects.
h. Develops & implements policies relating to project management.
2. Manages enterprise projects for Office of Information Technology (OIT) (45%):
a. Develops scope of projects (e.g., scope planning, definition, verification, change control).
b. Develops plans & executes projects.
c. Defines timelines of projects from beginning to end.
d. Outlines phases & staff assigned to complete work tasks.
e. Manages activity definition, sequencing, duration estimating, schedule development & control.
f. Develops resources & estimates costs.
g. Develops budget & controls costs.
h. Ensures quality control.
i. Oversees staff acquisition & team development.
j. Prepares regular reports for senior management & stakeholders.
k. Identifies risks & risk response control.
l. Prepares all closeout activities when project is completed
3. Promotes project management best practices across the state through project management training, certification, & project mentoring, & developing guidelines (10%):
a. Develops, maintains, & promotes the state’s project management methodology.
b. Works with Statewide IT Policy to write, implement & monitor project management policies.
4. Performs other related duties as required:
a. Attends senior staff meetings, provides presentations to public & private groups.
REQUIRED:
1. Demonstrated leadership in managing infrastructure-centric initiatives, including server migrations, end-of-life remediation, and data center consoled Required 7Y
2. 2. Infrastructure Domain Knowledge Required 5Y
3. Proficient in overseeing Azure or AWS 2Y deployments, facilitating cloud migrations, and directing Microsoft 365 service projects, including Exchange Required 2Y
4. Established capability in managing disaster recovery efforts and related projects within hybrid and cloud environments. Required 2Y
5. Specialized project management experience in IT/cybersecurity with an emphasis on information security, risk management, and regulatory compliance Required 2Y
6. Proven success working within large-scale, complex, matrixed, and highly regulated organizations governed by IT policies and standards. Required 2Y
7. Advanced proficiency in Waterfall, Agile, and Hybrid project management methodologies. Required 5Y
8. Extensive experience utilizing MS Office suite; familiarity with Broadcom Clarity EPPM Tool is considered an asset. Required`5Y
9. PMP Certification is preferred Highly desired
