GENERAL DESCRIPTION Our mission at the Texas Department of Motor Vehicles (TxDMV) is to serve, protect and advance the citizens and industries in the state with quality motor vehicle related services. We are a dynamic state agency dedicated to customer service, consumer protection and the success of motor vehiclerelated industries.
Performs highly advanced (seniorlevel) managerial work providing direction and guidance in the daily and strategic operations and planning for the Texas Department of Motor Vehicles (TxDMV) Information Technology Services Division (ITSD) Project Management Office (PMO). Directs the activities of project managers and business analysts in establishing the strategic portfolio plan, goals, and objectives of the section; coordinating the planning and initiation of a portfolio of projects at various levels of completion; reviewing, approving, and monitoring the scope, schedule, and budgets of the portfolio; and communicating with portfolio and project stakeholders, executive management, and other relevant parties. Supervises the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.
MINIMUM REQUIREMENTS Education and Experience Graduation from an accredited fouryear college or university with major coursework in Project Management, Computer Science, Computer Information Systems, Management Information Systems, Business Administration, or a related field.
Seven (7) years of experience performing progressively responsible roles in Project Management.
Five (5) years of experience managing a PMO, project management, or applications development staff.
NOTE: Experience may substitute for education. Education may not substitute for the experience requirement.
Registration, Certification, or Licensure
Must be a licensed Project Management Professional (PMP)
Preferred Requirements Experience managing major IT projects or programs for a state of Texas agency.
ESSENTIAL DUTIES Coordinates, develops, and evaluates the TxDMV project portfolio using accepted and standardized portfolio management methodologies, tracking tools, and reporting processes to oversee milestones and ensure consistent project delivery.
Coordinates and consults with ITSD Leadership, TxDMV Executive Leadership, external agencies, contractors, and other stakeholders to manage portfolio activities, including any issues, and to establish strategic plans and objectives for the TxDMV project portfolio.
Oversees the full lifecycle of the TxDMV project portfolio, establishing governance structures, performance measures, and change management procedures to ensure compliance and successful delivery of planned capabilities.
Develops, monitors, and manages portfolio budgets, schedules, resources, and cost projections, ensuring optimal resource allocation and completion of portfolio components within financial and operational targets.
Develops and oversees criteria for evaluating programs, proposals, and other information related to the management of the TxDMV project portfolio.
Evaluates and continuously improves portfolio processes by analyzing trends, monitoring portfolio components, identifying issues and risks, and implementing criteria and strategies to ensure effective portfolio performance.
Monitors and manages the vision and overall approach for the portfolio, the major milestones, deliverables, and the assigned budgets to ensure the desired goals and outcomes of the contracts or specifications are fulfilled.
Prepares, communicates, and presents portfolio reports, status updates, methodologies, and budget information to ITSD Leadership, TxDMV Executive Leadership, the TxDMV Board, and other Department stakeholders.
Initiates multiagency or enterpriselevel projects, obtains authorization and commitment, and demonstrates business need and project feasibility.
Oversees the collection, organization, analysis, and preparation of project reports to provide stakeholders with timely assessments of portfolio and component performance.
Supervises the work of others.
May travel to represent the department up to 5% of the time. Travels by car (may include flying).
May include overnight travel. May require extended working hours and some evenings and weekends, as needed.
Required to attend work regularly and adhere to approved work hours in accordance with department policies and procedures.
Performs related work as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES Knowledge of local, state, and federal laws and regulations relevant to the administration of a portfolio of projects and the procurement, management, and security of information technology resources.
Knowledge of portfolio and project management theories and practices applicable to projects; including Agile and Waterfall methodologies.
Knowledge of systems and procedures used to evaluate a thirdparty vendor s performance.
Skill in project portfolio management monitoring, addressing changes in scope and budget, and in project and portfolio resourcing.
Skill in the use of Smartsheet, Microsoft Project, Business Objects, or other applicable project management software tools.
Skill in oral and written communication to convey complex and highly technical information to a diverse audience.
Skill in handling multiple tasks, prioritizing, and meeting deadlines.
Skill in exercising sound judgment and effective decision making.
Ability to manage project portfolio activities, to establish project portfolio goals and objectives, and to identify project risks and gaps.
