Expert, Software Developer

30 month contract

Interview: In Person

Work model: 100% Office - Albany, NY

--- Project Description ---
ITS requires an Expert-level Software Developer to serve as lead
developer for NYS Homes and Community Renewal's (HCR) portfolio
of mission-critical PowerBuilder applications following the
unexpected loss of the agency's lead and only PowerBuilder
developer. The selected candidate will develop, enhance, and
support these applications, which are built on the PowerBuilder
Foundation Classes (PFC) framework with an Oracle database, until
they are replaced through the agency's modernization efforts. No in-
house PowerBuilder expertise remains, so the candidate must be
able to work independently in a large, mature codebase with minimal
onboarding and without disrupting production operations.

--- Day-to-Day Tasks ---
1. Serve as lead developer for HCR's PowerBuilder applications,
responsible for their day-to-day development, maintenance, and
support.
2. Design, develop, test, and implement enhancements and fixes to
large, mature PowerBuilder applications built on the PowerBuilder
Foundation Classes (PFC), including PFC ancestor objects and
services, DataWindows, and PowerScript.
3. Develop and maintain the Oracle database components that
support these applications, including PL/SQL stored procedures,
packages, and triggers, and the PowerBuilder code that calls them.
4. Diagnose and resolve production issues across the application
and database layers; serve as the primary escalation point for
PowerBuilder application problems.
5. Analyze business processes and requirements with HCR program
staff and translate them into application changes.
6. Document the applications, including code structure, business
rules, and build and deployment procedures.
7. Support modernization efforts by providing knowledge of the
existing applications' business rules, data, and integrations to
modernization teams, and keep production systems stable through
the transition.
8. Transfer knowledge to designated State staff throughout the
engagement.

--- Required Qualifications ---
84 months practical, real-world application of the PowerBuilder
Integrated Development Environment (IDE) and its associated
technologies to design, build, maintain, and modernize enterprise-
level applications, using PowerBuilder, PowerScript, and
PowerBuilder DataWindow technology.
84 months of experience developing and maintaining PowerBuilder
applications built on the PowerBuilder Foundation Classes (PFC)
framework, including extending and customizing PFC ancestor
objects and services.
84 months of experience developing PowerBuilder applications
that use an Oracle database, including writing Oracle Procedural
Language/Structured Query Language (PL/SQL) stored procedures
and packages and calling them from PowerBuilder.
12 months of PowerBuilder development experience within the last
36 months.
84 months of experience as the lead or primary developer
responsible for production support of PowerBuilder applications,
including diagnosing and resolving production issues across the
application and database layers.
