Senior Database Administrator (Edifecs)

Location: Remote

Description

HigherEchelon is seeking a highly motivated and self-directed Senior Database Administrator (Edifecs) to join a high-performance team supporting the Department of Veterans Affairs (VA) data migration to, and ongoing support and maintenance of, cloud-hosted databases. This role offers an opportunity to work in a modern database cloud ecosystem, apply leading technologies, and act as a trusted technical advisor to the customer.

The Sr. Database Administrator will install, configure, secure, monitor, optimize, and maintain Oracle and Microsoft SQL Server databases supporting enterprise applications and services. The successful candidate will work autonomously at scale while partnering with application developers, system administrators, cloud engineers, DevSecOps personnel, and stakeholders to ensure database availability, performance, recoverability, security, data integrity, and compliance. Experience supporting Edifecs platforms or healthcare EDI environments is preferred.

Job Responsibilities
  • Install, configure, patch, upgrade, and maintain database management systems, including Oracle and Microsoft SQL Server.
  • Create, configure, and maintain database objects, including tables, indexes, views, stored procedures, triggers, schemas, and related database components.
  • Monitor, analyze, and optimize database performance through query optimization, index management, execution-plan analysis, capacity planning, and configuration tuning.
  • Conduct regular database performance assessments and implement improvements to sustain optimal response times, throughput, availability, and system reliability.
  • Develop, implement, test, and maintain database backup, recovery, retention, and disaster-recovery strategies that protect data integrity and availability.
  • Perform routine backups, recovery validation, restore testing, and recovery drills to verify that databases can be restored following system failures, data corruption, or disaster events.
  • Implement, enforce, and continuously improve database security policies, procedures, and technical controls.
  • Administer database user accounts, access permissions, roles, authentication, authorization, encryption, data masking, and audit controls in accordance with organizational policies and compliance requirements.
  • Monitor databases for performance degradation, error conditions, resource constraints, security events, and potential operational issues using approved monitoring and alerting tools.
  • Perform recurring database maintenance activities, including patching, upgrades, statistics updates, index maintenance, archival activities, and storage optimization.
  • Provide technical support and advanced troubleshooting for database-related incidents, service requests, application issues, connectivity problems, and data-performance concerns.
  • Collaborate with application developers, system administrators, cloud engineers, and other technical staff to diagnose and resolve database issues and implement reliable solutions.
  • Support the design, deployment, configuration, and administration of cloud-hosted database services and associated infrastructure.
  • Maintain comprehensive technical documentation for database architectures, configurations, maintenance activities, backup and recovery procedures, operational processes, and support runbooks.
  • Create and update database operational manuals, standards, guidelines, and procedures to support consistent and compliant administration practices.
  • Ensure databases comply with applicable industry standards, regulations, security practices, and organizational data-management requirements.
  • Stay current with database-management technologies, cloud-service capabilities, security practices, and industry trends; recommend and implement relevant process and technology improvements.
  • Support multiple database initiatives simultaneously while managing priorities, meeting deadlines, and ensuring high-quality results.
  • Participate in on-call support, emergency maintenance, incident response, and service-restoration activities as required.

Required Skills
  • Minimum of five years of database administration experience, preferably supporting Oracle and Microsoft SQL Server environments.
  • Proven expertise administering, maintaining, securing, and optimizing Oracle and Microsoft SQL Server databases.
  • Experience with database design, architecture, logical and physical data models, database deployment, and lifecycle management.
  • Strong experience in database performance tuning, query optimization, index strategy, execution-plan analysis, capacity planning, backup and recovery, and security management.
  • Proficiency creating and optimizing complex SQL queries, stored procedures, functions, triggers, and database objects.
  • Expertise in PL/SQL programming and Oracle database optimization.
  • Experience implementing query-optimization and indexing strategies for both Oracle and SQL Server databases.
  • Proficiency using database-performance monitoring and diagnostic tools to identify, analyze, and resolve database performance issues.
  • Thorough knowledge of backup, recovery, point-in-time recovery, high availability, disaster recovery, replication, and automated backup-management strategies.
  • Experience designing, implementing, and managing automated backup, recovery, and database-maintenance solutions.
  • Strong knowledge of database security best practices for Oracle and SQL Server, including user authentication, authorization, role-based access, encryption, key management, data masking, auditing, and data-protection controls.
  • Experience with database monitoring and maintenance tools, including capabilities for backup automation, snapshots, scaling, replication, and read replicas, as applicable.
  • Strong analytical and problem-solving skills, with the ability to troubleshoot complex database, application, infrastructure, connectivity, and data-performance issues.
  • Excellent verbal and written communication skills, including the ability to explain database architecture, technical risks, and solution options to non-technical stakeholders.
  • Ability to prioritize workload, manage time effectively, meet deadlines, and contribute successfully to multiple concurrent projects.
  • Strong attention to detail to ensure database availability, data integrity, system stability, security, and compliance.
  • Ability to work effectively as part of a cross-functional team and collaborate with application developers, system administrators, cloud engineers, and technical stakeholders.
  • Strong technical-documentation skills, including the ability to create and maintain database configurations, architecture diagrams, procedures, operating manuals, and support runbooks.
  • Commitment to staying current with emerging database-management, cloud-service, security, and automation technologies.
  • U.S. Citizenship is required, along with the ability to obtain and maintain a Public Trust security clearance.

Desired Skills and Experience
  • Experience supporting Edifecs platforms, healthcare EDI applications, payer systems, or related healthcare technology environments.
  • Experience supporting VA, Department of Defense, or other Federal government database environments.
  • Advanced technical certifications, including one or more of the following:

    • Oracle Certified Professional (OCP)
    • AWS Certified Database - Specialty
  • Edifecs certification.
  • Experience supporting databases in cloud-hosted environments, including automated backups, snapshots, scaling, replication, and read-replica architectures.
  • Familiarity with DevSecOps practices, CI/CD processes, infrastructure automation, database change management, and release-management procedures.
  • Experience with high-availability database architectures, enterprise disaster-recovery planning, and compliance-driven data-management operations.

Education and Experience
  • Bachelor's degree in Computer Science, Information Technology, or a related technical field.
  • A minimum of five years of progressively responsible database-administration experience, preferably including Oracle and Microsoft SQL Server administration.
  • Demonstrated experience with database architecture, performance tuning, backup and recovery, database security, and operational support.
  • Equivalent practical experience may be considered in lieu of formal education, as appropriate.
