OverviewGovCIO is currently hiring for a Senior Product Manager (PGHD Device Integration & Analytics).
The Senior Product Manager for PGHD Device Integration & Analytics will play a key role in advancing the Department of Veterans Affairs (VA) Office of Connected Care (OCC) national strategy for Patient-Generated Health Data (PGHD), connected devices, and digital health integration.
This position is intentionally designed at the intersection of two mission-critical Digital Health Pillars:
- PGHD / Device Integration
- Analytics & Data Engineering
The role will work in a matrixed environment and will report directly to the PGHD Program Manager, with a dotted-line reporting relationship to the Director of Data Engineering & Analytics, ensuring alignment between clinical product requirements, device/data integration workflows, and enterprise analytics/reporting needs.
This position functions as a senior individual contributor (IC) and does not supervise personnel.
The Senior Product Manager will support the definition and validation of PGHD device integration approaches, operational measurement frameworks, and analytic requirements that ensure PGHD solutions can be tested, evaluated, and scaled responsibly across VA environments.
This role supports pilots, field testing, requirements validation, and analytic enablement. It does not perform production implementation or national deployment activities.
This position is a 100% Remote position.
ResponsibilitiesProduct Leadership: PGHD Device Integration & Clinical Workflow Enablement - Serve as a senior product lead supporting PGHD device integration initiatives, ensuring alignment with VA clinical workflows, Veteran experience priorities, and OCC mission objectives.
- Translate clinical operations and program needs into clear product artifacts, including epics, user stories, requirements, workflows, decision rubrics, and acceptance criteria.
- Support the development and refinement of standardized onboarding and evaluation processes for PGHD devices and apps, including intake criteria and readiness requirements.
- Partner with VA stakeholders to validate workflow feasibility, reduce burden, and ensure PGHD-related solutions deliver meaningful clinical value.
- Support the development and refinement of PGHD Use Cases.
Analytics, Measurement & Outcomes Reporting - Define and manage an outcomes measurement framework for PGHD field testing and device integration success, including:
- activation, enrollment, and onboarding success metrics
- data ingestion and connectivity performance indicators (success/failure rates)
- data latency and availability metrics
- data completeness, continuity, and fidelity measures
- utilization and sustained engagement indicators
- operational workflow impact indicators
- Collaborate with analytics and engineering teams to ensure measurement needs are operationalized in dashboards and reporting tools.
- Help establish analytic products that provide VA leadership insight into adoption, performance, and operational outcomes of PGHD initiatives.
Cross-Pillar Integration & Matrixed Execution - Coordinate across PGHD leadership, Product Delivery, Engineering, and Data Engineering teams to align priorities, requirements, and delivery planning.
- Serve as a translator between clinical and technical teams, ensuring requirements are grounded in VA operational reality and compatible with scalable enterprise architecture.
- Support backlog grooming, sprint planning, milestone tracking, and dependency mapping across related workstreams.
Field Testing Enablement, Evaluation Support & Continuous Improvement - Support planning and execution of field testing activities for devices/apps and PGHD workflows, ensuring measurable outcomes are embedded in test designs and validation plans.
- Capture structured feedback from clinical users, Veterans, and technical stakeholders to support continuous product improvement.
- Translate field testing insights into actionable product and analytic recommendations to strengthen enterprise readiness.
Data Requirements, Integration Support, and Documentation - Partner with data engineering resources to define pilot and field-testing data requirements, including mapping needs, transformation logic, reporting expectations, and quality controls.
- Support documentation of data workflows and integration pathways to improve repeatability, transparency, and governance alignment.
- Contribute to interoperability alignment through working familiarity with concepts such as HL7/FHIR and API-driven integration models.
Executive Communications & Stakeholder Engagement - Develop executive-level communications and narratives to communicate progress, findings, and recommendations to VA stakeholders.
- Produce concise briefing materials, field testing summaries, and performance insight updates for governance and leadership audiences.
- Support presentations and decision support narratives that link PGHD initiatives to outcomes, adoption, and operational readiness.
This role collaborates closely with internal leaders and VA stakeholders, including but not limited to:
- PGHD Program Manager and PGHD pillar resources
- Director of Data Engineering & Analytics and Data Engineering team members
- VA Office of Connected Care (OCC) leadership
- Engineering/platform teams aligned to DHP and PGHD integration priorities
- Clinical champions and pilot site stakeholders
- Vendor/partner organizations supporting devices, apps, and integration pathways (as applicable)
All coordination with VA program offices and stakeholders occurs only in support of PGHD field testing, pilot activities, analytic enablement, and requirements validation. This role does not perform production implementation, deployment, or operational production support.
Qualifications Required Skills and Experience - Bachelor's degree in Social Work, Nursing, Health Informatics, Public Health, Healthcare Administration, or a related healthcare or technical discipline. with 12+ years of experience (or commensurate experience in lieu of degree)
- 7-10 years of progressive experience in healthcare product delivery, digital health program support, clinical operations, health IT, or informatics.
- Demonstrated experience supporting VA healthcare programs and/or VA national initiatives.
- Demonstrated ability to translate clinical/operational requirements into product deliverables.
- Experience in Agile or hybrid delivery environments supporting backlog refinement and iterative product development.
Technical Knowledge / Tools
- Working familiarity with:
- PGHD/RPM concepts and connected device workflows
- interoperability principles (HL7/FHIR, APIs)
- backlog tools (JIRA, Azure DevOps)
- collaboration tools (Teams, SharePoint, Confluence)
- analytic tools (Power BI or equivalent)
- Ability to interpret and communicate performance findings and operational insights using dashboards and structured reporting.
Clearance - Ability to obtain and maintain Public Trust High clearance.
Preferred Skills and Experience - Ability to lead cross-functional work without direct authority and drive alignment across matrixed stakeholders.
- Strong clinical credibility and ability to translate frontline workflow realities into actionable product requirements.
- Ability to connect digital health strategy to measurable outcomes using structured analytics and adoption intelligence.
- Excellent writing skills and executive presence; comfortable creating VA-ready briefings and decision materials.
