Koniag Operations Services, LLC a Koniag Government Services company, is seeking a highly qualified Chief Engineer to oversee physical plant and building operations for a large, high-security facility. This critical leadership role requires an experienced professional with extensive supervisory experience in facilities management, power plant operations, and building systems. The ideal candidate will possess advanced certifications in equipment operations, demonstrated expertise in managing complex facility infrastructure, and an active Top-Secret/SCI security clearance. This position demands a proven leader who can ensure optimal performance, safety, and reliability of all physical plant operations while maintaining the highest standards of security and operational excellence.

The Chief Engineer will serve as the senior technical authority responsible for all aspects of physical plant and building operations, including oversight of power generation systems, HVAC, electrical distribution, mechanical systems, and critical infrastructure for large-scale facilities. This role requires strategic planning, technical expertise, and strong leadership capabilities to manage facility operations teams and ensure continuous, reliable operations in a secure environment. Principal responsibilities will include but are not limited to:
  • Provide executive-level oversight and leadership for all physical plant and building operations, including power plants, HVAC systems, electrical distribution, plumbing, and mechanical systems
  • Supervise and direct facilities engineering staff, including scheduling, training, performance management, and professional development
  • Develop and implement comprehensive preventive maintenance programs to ensure optimal performance and reliability of all building systems and equipment
  • Manage power plant operations ensuring continuous, efficient, and safe generation of electricity, steam, and other utilities
  • Conduct regular inspections of all physical plant equipment and systems to identify potential issues and implement corrective actions
  • Develop and manage facilities operations budgets, including forecasting equipment replacement needs and capital improvement projects
  • Ensure all operations comply with federal, state, and local regulations, as well as organizational safety and security protocols
  • Coordinate with external contractors and vendors for specialized maintenance, repairs, and system upgrades
  • Respond to emergency situations and implement contingency plans to maintain continuous operations
  • Maintain detailed records of all maintenance activities, equipment performance, and operational metrics
  • Develop and implement standard operating procedures (SOPs) for all facility systems and equipment
  • Conduct root cause analysis for equipment failures and implement solutions to prevent recurrence
  • Ensure compliance with all security protocols and maintain appropriate handling of classified information
  • Prepare technical reports, operational status updates, and recommendations for senior leadership
  • Manage energy efficiency initiatives and sustainability programs to optimize facility performance

Education and Experience Requirements:

Required:
  • 4-year degree in Facilities Management, Mechanical Engineering, Electrical Engineering, or related technical discipline from an accredited institution
  • Minimum of five (5) years of supervisory experience in physical plant and building operations, including power plant operations for large facilities
  • Active Top-Secret/SCI security clearance (required)
  • Must hold one of the following certifications:
  • Association for Facilities Engineers (AFE) Certified Plant Engineer (CPE), OR
  • United States Coast Guard Third Assistant Engineer License of Steam, Motor, or Gas Turbine vessels of any horsepower, OR
  • U.S. State Stationary Engineers License
  • Demonstrated certifications in equipment operations and building systems management

Required Skills and Competencies:
  • Extensive knowledge of power plant operations, including boilers, chillers, generators, and distribution systems
  • Strong leadership and supervisory skills with proven ability to manage and develop technical teams
  • Comprehensive understanding of building automation systems (BAS) and energy management systems
  • Expert knowledge of HVAC, electrical, plumbing, and mechanical systems for large-scale facilities
  • Strong analytical and problem-solving skills with ability to diagnose and resolve complex technical issues
  • Excellent written and oral communication skills with ability to interact effectively with all levels of management
  • Thorough knowledge of OSHA regulations, building codes, and safety standards
  • Ability to read and interpret technical drawings, blueprints, and specifications
  • Strong project management skills with ability to manage multiple priorities simultaneously
  • Proficiency in computerized maintenance management systems (CMMS)
  • Ability to work in a high-security environment and maintain strict confidentiality protocols
  • Strong understanding of preventive and predictive maintenance methodologies
  • Ability to respond to emergency situations and make critical decisions under pressure
  • Physical ability to inspect facilities, climb ladders, and access mechanical spaces as required
  • Commitment to continuous improvement and operational excellence

Desired Skills and Competencies:
  • Master's degree in Engineering, Facilities Management, or related technical discipline
  • Professional Engineer (PE) license
  • Additional certifications such as Certified Energy Manager (CEM), Certified Facility Manager (CFM), or similar credentials
  • Experience managing facilities operations in government or DoD environments
  • Knowledge of Leadership in Energy and Environmental Design (LEED) principles
  • Experience with central utility plant operations and district heating/cooling systems
  • Familiarity with cybersecurity considerations for building automation and control systems
  • Project Management Professional (PMP) certification
  • Experience implementing reliability-centered maintenance (RCM) programs
  • Knowledge of emergency power systems, including UPS and generator operations
  • Experience with budget development and capital planning processes
  • Lean Six Sigma certification or experience with continuous improvement methodologies
  • Experience managing union workforce environments
  • Background in critical infrastructure protection and facility security measures

Clearance Requirement:
  • TS/SCI Security clearance
