Job Description This position functions as a senior-level Business Analyst supporting mission-critical applications for Newborn Screening (NBS) and Environmental Health programs.
The analyst serves as the primary liaison between program areas and IT, ensuring that public health systems meet operational, regulatory, and data integrity requirements.
These applications are critical for tracking resources and producing reports for Public Health. The role is integral to supporting and improving automated processes, streamlining business workflows, ensuring SEM/SUITE compliance, and maintaining system security.
As a lead, the resource participates in assignments related to enhancement, integration, maintenance, and implementation of projects, and provides oversight to other business analysts.
Key Responsibilities - Lead requirements gathering sessions with program staff
- Develop and maintain:
- Business Requirements Documents (BRDs)
- Functional Specifications
- User stories and acceptance criteria
- Conduct gap analysis and recommend system improvements
- Support and enhance:
- Newborn Screening applications (specimen tracking, results reporting, follow-up)
- Environmental Health systems (sample tracking, chain of custody, lab reporting)
- Coordinate with IT staff and vendors to:
- Resolve defects
- Implement enhancements
- Analyze and document end-to-end workflows:
- NBS specimen lifecycle and follow-up processes
- Environmental sample collection, testing, and reporting
- Identify opportunities for:
- Automation
- Standardization
- Process efficiency
- Lead User Acceptance Testing (UAT):
- Develop test plans and scripts
- Coordinate testing activities with stakeholders
- Develop training materials and conduct user training
Required Qualifications - Bachelor's degree in:
- Information Technology
- Computer Science
- Public Health / Life Sciences
- Related field
- 8+ years of experience in:
- Business analysis / systems analysis
- Requirements elicitation and documentation
- Process mapping and workflow analysis
- Data analysis and problem-solving
- Test planning and execution (UAT)
- Knowledge of:
- Public health data systems
- Reporting requirements
- Experience with:
- Newborn Screening programs
- Environmental Health systems
- Azure DevOps
- Familiarity with:
- Data integration standards (HL7, APIs)
