Scope of Work
The organization is seeking a leased employee resource to support its IT portfolio for 2026. The WebMethods Integration Developer will develop web service APIs and integrations to support implementation of capital projects.
Key Responsibilities & Deliverables
1) API Development
Design and develop RESTful and/or SOAP APIs to connect enterprise systems (e.g., GIS, ERP, asset management, project controls, document management).
Support secure, standardized data exchange formats (JSON, XML).
Implement authentication/authorization (OAuth 2.0, JWT, SAML, or other approved alternatives).
Provide API documentation (OpenAPI/Swagger preferred).
Ensure APIs are version-controlled, backward compatible, with extension/deprecation policies.
2) Integrations & Interoperability
Analyze platforms to identify integration points.
Develop connectors/middleware for interoperability between legacy systems, cloud solutions, and approved third-party applications.
Where applicable, design event-driven integrations supporting asynchronous updates and webhooks.
Implement error handling, transactional integrity, logging, and proactive monitoring.
3) Security
Ensure compliance with cybersecurity policies and standards such as NIST and CIS Controls.
Use encryption in transit/at rest, secure API gateways, periodic vulnerability assessments.
Provide audit trails and detailed transaction logging for API/integration activities.
4) Scalability & Performance
Design for high availability, horizontal scalability, and resilience.
Define and implement performance benchmarks (e.g., transactions per second, latency thresholds for mission-critical processes).
5) Testing & Quality Assurance
Develop and execute test plans (unit, integration, system testing, UAT).
Support automated regression testing to maintain reliability of APIs/integrations.
6) Documentation & Collaboration
Fully document work per organizational standards and provide technical knowledge transfer as required.
Collaborate with IT resources, business stakeholders, and project teams to ensure deliverables align with data/integration goals.
Mandatory Requirements (Minimum Qualifications)
5+ years professional experience developing/implementing solutions on the webMethods integration platform.
2+ years experience with webMethods.io (or webMethods Cloud Integration / IC) SaaS platform.
Proven SAP RFC (Remote Function Call) integration experience.
Ability to develop custom integration services using Java.
Ability to develop at a senior level on webMethods, including familiarity with:
Integration Server
Universal Messaging
API Gateway
wM Test Suite
EDI/TN (Trading Network)
Java Service Development
webMethods.io
Desirable Qualifications
Advanced/pro certifications (e.g., Software AG Certified webMethods Developer, MuleSoft, AWS Developer, Azure Integration, PMP, or equivalent).
Prior experience supporting IT/digital initiatives in public sector, utilities, or energy industry.
Proficiency with Software AG technologies: Integration Server, Universal Messaging, API Gateway, wM Test Suite, EDI/TN (Trading Networks), Java Service Development.
Knowledge of secure software development, identity/access management, cybersecurity best practices.
Work Assumptions / Conditions
Contractor must have reliable internet and work exclusively within the United States.
Work schedule between 7:00am–5:00pm Pacific Time (hours agreed with supervisor).
Onsite for initial 3-day orientation/onboarding in Sacramento, CA; then onsite every Wednesday and remote other workdays.
Strong communication/writing/collaboration skills; ability to explain technical info verbally and in writing.
If requested, vendor provides resumes and hourly rates for replacement leased employees meeting requirements at least one month before end of task date; replacements require approval; organization may reject/cancel.
