This position will work as part of the team providing support and maintenance for several systems critical to the day-to-day operation of the Office of Mental Health (OMH) Patient tracking and Patient Survey. These systems include but are not limited to:
Patient Characteristics Survey (PCS)
OMH Office of Hospital Care and Community Transitions (OHCCT)
Mail Logging System (Maillog) This includes support of ITS modernization and upgrade initiatives such as ITS OMH Transformation, Upgrade Windows 2008 Servers, Upgrade OMH Oracle Databases.
Qualifications- Programmer- Makes high-level design choices and dictates technical standards, including software coding standards, tools, and platforms. Designs multi-leveled architecture or component interactions of a large scale software system.
- Expert- 84+ Months: Candidate is able to provide guidance to large teams and/or has extensive industry experience and is considered at the top of his/her field.
- 84 months programming experience using MUMPS to develop and implement Financial Eligibility and Billing software in a healthcare delivery environment.
- 60 months experience using WSDL in SOAP applications for the designing, creation, and updating of Cache' web services.
- 84 months programming experience using MUMPS (Mass. General Utility Multi-Programming System) excluding post-relational Cache' (i.e., Cache' objects, etc.).
- 60 months experience working closely with Project Managers on Project Teams providing technical assistance and guidance in making use of new technologies and methodologies when implementing new projects while delivering continual improvements for an existing legacy system.
- 36 months experience working with data exchange standards for sharing healthcare related data. For example, Federal X12 Transactions (ASC 835, 837, etc.), HL7, NIEM, etc..
- 24 months programming experience using a recent (Version 2021 or newer) version of Cache' or IRIS for Health to develop software.
Day-to-Day tasks - Execute full software development life cycle (SDLC)
- Write code using MVC framework and .Net, JavaScript, Angular, Ajax, HTML, XML and VB6.
- Prepare scripts to create and modify existing Oracle tables, create indexes, constraints, triggers, views, etc., code stored procedures and packages, convert and migrate data when necessary.
- Diagnose and troubleshoot various rules, calculations, and data issues on application reports.
- Mentor and assist other programmers, both state and consultant, providing guidance for debugging, troubleshooting, securing and deploying applications, data access, data communications and system architecture configurations.
- Use a source code repository, such TFS for checking source code in and out, and branching off new versions of the source code.
- Work within the IT Service Management System to take in incidents and service requests for the application, as well as request services from other ITS groups.
- Coordinate service requests with staff from other ITS teams for releases and changes for the application.
- Diagnose and debug production issues reported via ITSM. Escalate critical calls as necessary and join bridge calls to assist in diagnosis
- Report status of current tasks and outstanding issues to supervisor.
