Job Description:-

Client is seeking a vendor to author an ITS compliant RFP for the statewide HIE consistent with the emerging model of the Health Data Utility (HDU), a governance and operational framework in which a designated entity aggregates, enhances, and distributes health data as a public good serving providers, payers, public health agencies, and patients.

To ensure the HIE embodies HDU principles, Client will align its procurement and implementation with the Consumer-centered, Standards-based, Rules-governed, Interoperable (CSRI) framework for Health Data Utilities — ensuring the resulting exchange is:

  • Patient-focused
  • Technically interoperable
  • Governed by clear participation rules
  • Built on recognized national standards including TEFCA, HL7 FHIR, and applicable USCDI requirements

Client intends for the RFP to be drafted and presented to the November 2026 ITS Board Meeting and all deliverables are aligned to that achievement.

Project Purpose and Objective

The Client  is seeking to engage a qualified organization to design, develop, and support the issuance of an ITS procurement instrument (RFP) for a statewide Health Information Exchange that embodies the CSRI framework for Health Data Utilities, and to provide impartial, expert support in evaluating vendor responses. The objectives of this RFP include but are not limited to:

  • Produce a technically rigorous, standards-based HIE procurement ITS compliant RFP aligned with CSRI/HDU principles and RHTP grant requirements.
  • Ensure the ITS RFP reflects current national interoperability standards and federal frameworks (TEFCA, HL7 FHIR, USCDI, and applicable HIPAA and 42 CFR Part 2 requirements).
  • Incorporate consumer-centered design, robust data governance, and clear participation and data-sharing rules into the requirements.
  • Abide by the ITS Procurement Handbook, dated October 2022, and any applicable DFA regulations and state and federal requirements.
  • Incorporate the ITS methodologies for compliant, objective, weighted evaluation criteria and a defensible scoring methodology.
  • Support a fair, transparent, and compliant procurement process consistent with State procurement law and RHTP grant conditions.
  • Deliver knowledge transfer so State staff can administer and sustain the resulting HIE arrangement.

  • HIE: Health Information Exchange — the electronic sharing of health-related information among organizations.
  • HIPAA: Health Insurance Portability and Accountability Act — federal law governing the privacy and security of protected health information.
  • HL7: Health Level Seven International — the standards development organization for health data interoperability.
  • POA&M: Plan of Action and Milestones — a document tracking remediation of security or compliance gaps (as applicable).
  • RFP: The Request for Proposals (RFP) outlines the functional requirements for the equipment, software, and services needed, and vendors respond by proposing solutions and pricing that satisfy these requirements.

In Scope Work :-

  • Stakeholder and Needs Assessment: Conduct interviews and facilitated sessions with State agencies, clinical providers, payers, public health, and consumer representatives to define requirements and confirm alignment with CSRI/HDU principles.
  • Current-State and Landscape Analysis: Assess existing data-sharing infrastructure, prior HIE efforts, and other comparable state Health Data Utility models to inform requirements and mitigate risk.
  • CSRI/HDU Framework Alignment: Translate the CSRI framework and Health Data Utility governance model into concrete ITS RFP requirements covering consumer-centeredness, standards adherence, governance rules, and interoperability.
  • RFP Development: Draft the complete HIE procurement RFP in compliance with ITS procurement requirements and compliant with RHTP requirements, including scope of work, technical and functional requirements, standards specifications (TEFCA, HL7 FHIR, USCDI), data governance and privacy/security requirements, service levels, and contractual terms.
  • Evaluation Criteria and Scoring Methodology: Develop objective, weighted evaluation criteria, scoring rubrics, and an evaluation plan consistent with ITS procurement rules and RHTP requirements.
  • Grant and Regulatory Compliance Review: Ensure the RFP and process satisfy ITS and RHTP grant conditions, applicable federal and state procurement regulations, and health data privacy and security law (HIPAA, 42 CFR Part 2).
  • Procurement Support: Assist with vendor Q&A, addenda, and pre-proposal conference facilitation as needed.
  • Proposal Evaluation Support: Provide subject-matter expertise to the evaluation committee, including facilitation of scoring, technical assessment of responses, and reference and demonstration coordination, while preserving the State''s sole decision authority.
  • Knowledge Transfer and Deliverable Handoff: Upon successful contract negotiations, provide final documentation, templates, and briefings to enable State staff to manage subsequent implementation and oversight.

Other Requirements:-

  • Contractor/team must have a minimum of five years of experience working with statewide public health or health and human services agencies to procure for or implement Health Information Exchange platforms.
    • Scoring points will be given for experience specifically related to HIE solutions only.
  • Key personnel must be available to start on day of contract execution. Proposals submitted without key personnel named will not be considered.
  • In the Contractor References Section of this Statement of Work, Contractor must describe three projects of similar size and scope that substantiate Contractor''s knowledge and experience with procuring for integrated statewide IT solutions. These projects should have been completed during the last ten years. Provide the agency, years of contract period of performance, system or platform procured, and current contact information for the information for references who can attest to Contractor''s experience and provide feedback on the referenced projects.
    • Scoring points will be given for Contractors whose references demonstrate experience specifically related to ITS (familiarity).
  • Contractor must demonstrate knowledge and experience in recognizing and overcoming project restraints common to public entities. Resumes submitted in response to this SOW must demonstrate and substantiate Contractor''s knowledge and experience.
    • In the Pricing Summary section of this SOW, Contractor should propose a fully loaded, fixed hourly rate for related services that may arise after award.
