Architect - Federal IT Governance & Modernization Program (CMS)

Position Summary

The Architect serves as the program's primary technical architecture advisor, ensuring that recommendations produced under the IT strategy, data governance, AI governance, and identity/access management (ICAM) modernization workstreams are technically coherent, interoperable, and aligned to the client's enterprise architecture. The Architect acts as the technical counterpart to the client's Chief Technology Architect, translating strategic and governance direction into actionable technology roadmaps, reference architectures, and design recommendations for client review and approval. This is an advisory role - the Architect provides expert recommendations and technical leadership, coaches client technical staff, and does not direct or own the client's implementation decisions.
Key Responsibilities

• Serve as the primary technical architecture advisor across the program's IT strategy, data governance, AI governance, and ICAM modernization workstreams, ensuring recommendations are technically coherent, interoperable, and enterprise-aligned.
• Support development of the technology roadmap components of the client's IT Strategy Implementation Plan and ICAM Program and Product Strategy, in coordination with the respective workstream leads.
• Partner with the client's Chief Technology Architect on the design, development, and maintenance of an enterprise AI resource hub, including its technical structure, tooling inventory, and integration approach.
• Review AI use cases submitted to the enterprise AI use case inventory for technical feasibility and risk-tier classification, and support system risk categorization workflows in coordination with the client's technical review board.
• Assess the client's current enterprise platform and shared-services architecture to identify redundancy and consolidation opportunities that inform portfolio optimization recommendations.
• Evaluate data architecture, metadata standards, and system interoperability supporting the client's data governance framework and enterprise data asset catalog.
• Provide architectural input on identity, credential, and access management (ICAM) policy and technology roadmap alignment with NIST 800-63 and the Federal Identity, Credential, and Access Management (FICAM) reference architecture, without directing implementation execution or owning implementation decisions.
• Confirm that any tools, platforms, or technical solutions proposed under the program are FedRAMP-authorized or otherwise approved by the client prior to use.
• Support technical review board engagements and other enterprise architecture governance touchpoints as a subject matter resource.
• Document architecture decisions, reference diagrams, and technical standards as inputs to IT strategy, AI governance, ICAM strategy, and related program deliverables.
• Coach and mentor client technical staff on architecture practices, consistent with the program's knowledge-transfer and workforce-capability objectives.

Required Qualifications

• Bachelor's degree in Computer Science, Information Systems, Engineering, or a related field (Master's degree preferred).
• Minimum 10 years of experience in enterprise IT architecture, solutions architecture, or systems engineering, including at least 5 years supporting federal government IT programs; experience with federal health-sector agencies strongly preferred.
• Demonstrated experience translating strategy, policy, or governance frameworks into actionable technical architecture, reference designs, and technology roadmaps.
• Working knowledge of at least two of the following domains: enterprise data architecture and governance, AI/ML systems architecture, or identity and access management (ICAM) architecture.
• Familiarity with applicable federal IT frameworks and mandates, including FITARA, the Clinger-Cohen Act, FISMA, NIST 800-63, and the FICAM architecture.
• Strong written and verbal communication skills, with demonstrated ability to brief executive- and CIO-level stakeholders and translate technical concepts for non-technical audiences.
• Ability to obtain and maintain a federal PIV credential (Public Trust suitability determination) in accordance with HSPD-12 and related agency security requirements.

Preferred Qualifications

• One or more relevant certifications, such as TOGAF (9 or 10), a cloud solutions architect certification (AWS, Azure, or Google Cloud Platform), or a security certification (CISSP or CCSP) given identity/access management and security touchpoints.
• Prior direct experience supporting a federal health-sector agency's IT organization.
• Experience with AI governance frameworks, the NIST AI Risk Management Framework, and FedRAMP authorization processes.
• Experience with enterprise shared-services consolidation or IT portfolio rationalization initiatives.

Success Criteria

• Technology roadmap components of the IT Strategy Implementation Plan and ICAM Program and Product Strategy are delivered on schedule and accepted by the client without material rework.
• AI use case technical/risk-tier reviews are completed within agreed turnaround times and withstand technical review board and client scrutiny.
• Architecture recommendations demonstrably reduce redundant investment or improve interoperability, as reflected in program performance metrics.
• Client technical staff demonstrate increasing independence in applying architecture practices introduced by the Architect, consistent with the program's workforce-transition goals.
