Project Title

Network and Telecommunications Infrastructure Assessment and Documentation Project

Purpose

• Client seeks the services of an experienced Network Telecom Engineer to conduct a comprehensive assessment of its existing telecommunications and network infrastructure. The selected consultant will analyze, document, and provide recommendations regarding client’s current voice, data, and telecommunications environment, with particular emphasis on Avaya, Cisco, and Microsoft telecommunications platforms.

• The bjective is to establish a complete and accurate inventory of the current environment, identify operational risks and optimization opportunities, and provide documentation that will support future planning, budgeting, modernization efforts, and operational continuity.

Scope of Services

The consultant shall perform the following tasks:

Task 1: Discovery and Assessment

Conduct a comprehensive review of Client''''''''s telecommunications and network environment, including:

• Voice and telephony systems

• Data network infrastructure

• Network connectivity and architecture

• Carrier and telecommunications services

• Internet and WAN connectivity

• Voice gateways and session border controllers

• Unified communications systems

• Contact center and call routing configurations

• Network security devices impacting telecommunications services

The assessment shall include interviews with client Information Technology staff and key stakeholders to understand business requirements and operational processes.

Task 2: Telecommunications Environment Review

Review and assess all telecommunications systems including:

Avaya Systems

• Avaya IP Office

• Avaya Aura (if applicable)

• Avaya Communication Manager

• Voicemail systems

• Call center components

• SIP trunk configurations

• Licensing and support status

• System dependencies and integrations

Cisco Systems

• Cisco Unified Communications Manager (CUCM)

• Cisco Unity Connection

• Cisco voice gateways

• Cisco switches supporting VoIP

• Cisco collaboration platforms

• Cisco call routing architecture

• QoS configurations supporting voice traffic

Microsoft Communications Platforms

• Microsoft Teams Phone

• Microsoft Teams Calling

• Operator Connect

• Teams Voice integration

• Microsoft 365 telecommunications services

• Hybrid telephony environments

Task 3: Network Infrastructure Assessment

Review and document:

• LAN/WAN architecture

• Core, distribution, and access layer design

• Wireless infrastructure supporting voice services

• Network performance and capacity

• Redundancy and failover configurations

• VLAN architecture

• IP addressing schemes

• Telecom-related network dependencies

Task 4: Documentation Development

Develop comprehensive documentation including:

Network Documentation

• Current-state network diagrams

• Logical network diagrams

• Physical network diagrams

• WAN connectivity diagrams

• Telecommunications architecture diagrams

Telecommunications Documentation

• Telecom inventory

• Circuit inventory

• Carrier service inventory

• Telephone number inventory

• SIP trunk documentation

• Voice routing documentation

• System configuration summaries

Asset Inventory

Document:

• Hardware inventory

• Software inventory

• Licensing inventory

• Support contract inventory

• End-of-life and end-of-support equipment

Task 5: Gap Analysis and Recommendations

Identify and document:

• Operational risks

• Single points of failure

• Unsupported technologies

• End-of-life systems

• Security concerns

• Capacity limitations

• Opportunities for cost savings

• Opportunities for modernization

• Migration considerations

Provide prioritized recommendations categorized as:

• Immediate (0–6 months)

• Short-Term (6–12 months)

• Long-Term (1–3 years)

Minimum Qualifications

The consultant must possess:

Required Experience

• Minimum ten (10) years of Network and Telecommunications Engineering experience.

• Minimum five (5) years of experience performing telecommunications assessments and documentation projects.

• Experience within public sector, housing authorities, government, or similarly regulated organizations preferred.
