Job SummaryBattelle's CBRNE Business Line is seeking a Systems Engineer (SE) III for its Defense Enablement Division to support comprehensive projects/programs in hardware/software/system/product life cycle development and managing a live, virtual, and constructive product portfolio and military hardware in conjunction with CBRN defense (CBRND) research, development, test, and evaluation (RDT&E) activities.
This role includes integration of both hardware and software technologies and the ability to manage and facilitate multi-domain technical teams, vendors, and Government stakeholders within an accelerated technology development lifecycle. The ideal candidate must be a strong communicator who can adeptly work through complex stakeholder landscapes to obtain decisions, drive tasks to completion, and maintain exceptional organization and attention to detail across technical requirements.
This successful applicant will lead multi-disciplinary teams that are formed around each integration project. The individual will direct day-to-day requirements management and technical execution of program activities, including coordination of matrixed project teams distributed across integrated programs to deliver new capabilities to the warfighter. Ultimately, this individual will support CBRND portfolios and maintain an executable technology roadmap to guide DoD investments, orchestrate market innovator engagements, and establish an infrastructure to quickly advance capability delivery to defend and protect the Warfighter.
Responsibilities- Lead and participate in systems engineering efforts for programs developing and modernizing hardware and software systems and creating and managing both live and virtual test beds, as well as a constructive product portfolio.
- Plan and lead integration of hardware and software subsystems, define and manage interfaces, coordinate integration events, and ensure end-to-end system interoperability and performance.
- Perform requirements analysis including documenting product/system breakdown structure, requirements, and constraints.
- Lead, guide, and/or perform the technical development for the system or subsystem being developed-providing and supporting the big picture systems view, development, and management of technical data package structure, and understanding how subsystem technologies interact and tradeoff between subsystem technologies. This includes tracking key technical metrics to measure margins and risk.
- Develop processes for and oversee requirements management, configuration management, and test and evaluation.
- Establish and execute configuration management (CM) across the product lifecycle for both hardware and software, including baseline management, change control/CCBs, and product structure using in-house tools (e.g., GitHub and Windchill) in accordance with DoD CM doctrine.
- Plan and lead test and evaluation activities in support of CBRN defense RDT&E, including test planning, protocol development, data collection, analysis, and reporting in accordance with applicable DoD guidance.
- Collaborate across internal organizations with multi-disciplined engineering teams to develop and execute projects and facilitate coordination among multi-domain teams, vendors, and Government stakeholders.
- Interact with leadership to make decisions, manage risk, and influence investment activities that affect the long-term viability of the business.
- Support our business development efforts including writing proposals, planning technical aspects of projects, developing our capabilities, interfacing with current and prospective clients, and participating in conferences.
Key Qualifications- Bachelor's degree in an engineering or physical science field with at least 6 years of product/system development professional experience or master's degree in an engineering or physical science field with at least 4 years of professional experience.
- Demonstrated experience with requirements management and functional decomposition on multiple programs of varying complexity.
- Demonstrated experience leading integration of hardware and software subsystems and managing multi-domain technical teams.
- Experience engaging and facilitating coordination with vendors and Government stakeholders.
- Proficiency in planning and tracking programs using a requirements management software application.
- Proven abilities in leading cross-functional technical teams, managing risk, and adapting to change.
- Hands-on configuration management lifecycle experience spanning hardware and software, including baseline management and change control using in-house or equivalent tools (e.g., GitHub and Windchill).
- Strong communicator with excellent written and verbal skills; able to synthesize complex information for diverse audiences.
- Ability to work through and obtain decisions from large groups of stakeholders (e.g., Government PMOs, vendors, internal leadership) using structured forums and clear decision records.
- Demonstrated ability to drive tasks to completion, proactively manage dependencies, and hold teams accountable to milestones.
- Exceptional organizational skills and attention to detail; able to manage complex technical requirements, traceability, documentation, and change control. Experience working with US DoD Program Management Offices.
- Self-motivated, organized, and a problem solver who demonstrates knowledge of fundamentals but also the big picture.
- Excellent communication skills to support interaction with cross-functional team members, internal management, and clients.
Preferred Qualifications- An advanced degree in Engineering
- Advanced knowledge of Configuration Control and Configuration Management (e.g., baselines, product structure, change control boards) and tailoring of CM practices to program phase and risk profile.
- Experience with DoD configuration management doctrine, including MIL-STD-100 and other relevant/related engineering standards.
- Knowledge of DoD Systems Engineering practices and their relation to DoD Instruction 5000.02.
- Experience with Risk Management tools and processes.
- Experience with Root Cause Corrective Analysis (RCCA) including experience with quality management systems like ISO9001 and supporting quality management practices (e.g., Six Sigma)
- Experience with Reliability, Availability, Maintainability (RAM).
- TS-SCI DoD Security Clearance.
- Eligibility for access to Special Access Program Information.
