Job Title: PMO Project Manager
Location: Remote with occasional on-site requirements
Job Summary
The Pennsylvania Turnpike Commission is seeking an experienced PMO Project Manager to lead Wave 2, a complex, enterprise-wide SAP S/4HANA enhancement initiative supporting critical business applications, integrations, and operational processes.
The ideal candidate will have extensive experience managing large-scale IT and SAP/ERP projects, coordinating multiple workstreams, managing vendors, and maintaining project governance, schedules, budgets, resources, and risks. The candidate must demonstrate strong leadership, communication, stakeholder management, and planning skills to ensure successful delivery aligned with PA Turnpike's strategic objectives and PMO standards.
Key Responsibilities
- Manage and coordinate internal and external teams across multiple IT projects and workstreams.
- Develop and maintain integrated project plans, schedules, milestones, deliverables, dependencies, and critical paths.
- Estimate, track, and manage project budgets, cost plans, and financial forecasts.
- Coordinate resource allocation, capacity planning, and resource forecasting.
- Establish and maintain project governance, roles, responsibilities, escalation paths, and decision-making processes.
- Define and refine project scope in collaboration with business owners and stakeholders.
- Manage the complete project lifecycle, including initiation, planning, execution, monitoring, controlling, and closure.
- Identify, assess, and mitigate project risks, issues, dependencies, and schedule impacts.
- Manage project documentation, deliverables, approvals, and stakeholder sign-offs.
- Coordinate with system integrators, vendors, IT teams, business owners, and executive leadership.
- Manage cross-project dependencies and integrations across the PA Turnpike enterprise landscape.
- Conduct lessons-learned sessions and recommend process improvements.
- Ensure compliance with the PA Turnpike PMO Playbook, project management standards, methodologies, and procedures.
- Provide clear project status reports, presentations, and updates to stakeholders and leadership.
Current SAP Environment
Experience with enterprise SAP environments and integrations is highly desirable.

- SAP Analytics Cloud (SAC)
- SAP Business Data Cloud (BDC)
- SAP Business Technology Platform (BTP)
- SAP Datasphere
- SAP Service and Asset Manager (SSAM)
Enterprise Integrations: SmartDocs, SAP SuccessFactors, OnBase, AgileAssets, ServiceNow, Qlik Sense, Board, Microsoft Dynamics 365, Kahua, financial institutions, benefit providers, and Commonwealth of Pennsylvania systems.
Required Qualifications
- 10+ years of project management experience managing IT projects of varying sizes, complexity, and subject matter.
- Experience managing enterprise IT integration, project scope, schedules, communications, vendors, budgets, and risks.
- Proven experience managing high-profile vendors across on-premises and cloud environments.
- Experience managing SAP/ERP implementation, enhancement, or enterprise business solutions projects.
- PMP (Project Management Professional) certification.
- Experience managing multi-year projects and multiple concurrent workstreams.
- Expert-level proficiency in creating and maintaining integrated project plans using Microsoft Project and/or MS Project Online.
- Strong leadership, conflict resolution, negotiation, and stakeholder management skills.
- Excellent written and verbal communication, reporting, and presentation skills.
