Anti-Tamper Specialist

SAIC is seeking an Anti-Tamper Specialist to support Foreign Military Sales (FMS) of space programs in the Space Systems Engineering Directorate (SQA) of the Office of the Assistant Secretary of the Air Force, Space Acquisition and Integration at the Pentagon.

SQA enables enterprise-level space capability integration through program element monitoring and oversight for system-of-systems engineering functions. Parallel functions include cross-cutting mission engineering support across the DoW Space Enterprise with inclusion of commercial and international partner capabilities to deliberately evolve an integrated future force. This position will support the FMS Branch within the Global Space Enterprise Integration Division of SAF/SQA. SQAP seeks to strategically integrate commercial and international partner space capabilities, inform policy development, and strengthen the U.S. space industrial base through collaborative partnerships and the establishment of Space Foreign Military Sales Branch. ?? The Anti-Tamper Specialist shall provide anti-tamper oversight and integration with USSF FMS programs and inform the development of space-specific anti-tamper and ensure compliance with appropriate Department of War(DOW) policies.

The Anti-Tamper Specialist shall provide technical expertise to SAF/SQA FMS Branch to support pre-Letter of Request (LOR) programs, the foreign disclosure process, and evaluation of program Anti-Tamper (AT) plans and strategies throughout the program lifecycle. This subject matter expert shall act as the liaison between SAF/SQA and the Anti-Tamper Executive Agent (ATEA) for space AT requirements and implementation and support the development and implementation of anti-tamper for space export programs and facilitate evaluations from appropriate decision authorities.

The successful applicant shall serve as a liaison between system program offices (SPOs) across space Program Acquisition Executives (PAEs), Headquarters Space Force, the Office of the Secretary of the Air Force for International Affairs, SAF/IA, Air Force Security Assistance and Cooperation Directorate (AFSAC), Air Force Security Assistance Training Squadron (AFSAT), and the OSW staff to ensure AT measures are understood and applied to systems sold to foreign nations under execution of space FMS programs. This subject matter expert will have substantial experience to ensure awareness and oversight of AT requirements in document creation, during the acquisition cycle and in DoD milestone decisions. Expertise in security cooperation procedures and policies for FMS as outlined in the Security Assistance Management Manual is essential to performing assigned duties. Qualified applicants must have a current/active Top Secret SCI with a current background investigation within five (5) years. Key duties/responsibilities include, but are not limited to:
  • Provide expert advice to senior Space Force leadership regarding developing, maintaining, and enforcing DoW AT policies and procedures to safeguard critical technologies.
  • Ensure responses to space FMS requests include considerations for AT measures and account for measures to protect miliary systems and technologies.
  • Understand systems that support the US government with space missions and tasks that need to be acquired and or sustained for security cooperation.
  • Support the review, vetting, and approval of FMS documents such as Letters of Request (LORs), Letters of Offer and Acceptance (LOAs) and Acquisition Strategy Documents (ASDs).
  • Develop and coordinate staff packages for SAF/SQ signature to address and implement FMS cases involving AT policy and procedures.
  • Support the development and coordination of LORs for Pricing and Availability (P&As) to respond to foreign requests and coordinate answers to related AT questions.
  • Properly assist the customer with Pentagon staff skills, knowledge, and proficiency.
  • Accurately recommend priority tasks, implement process improvements, assume lead on government tasks directly assigned.
  • Understand FMS timelines and respond to all requests/tasks in a timely manner.


Qualifications

?TYPICAL EDUCATION AND EXPERIENCE: Bachelors and fourteen (14) years or more experience; Masters and twelve (12) years or more experience; PhD or JD and nine (9) years or more experience

Requirements:
  • TS Clearance with SCI and Poly eligibility
  • 7+ years of Anti-Tamper experience
  • 5+ years Foreign Military Sales Experience
  • Experience in security cooperation within the DoW or other related experience in planning, programming, budgeting or acquisition of systems for allies or international partners.
  • Experience with MS Office including Word, Excel, Teams, PowerPoint
  • Exceptional oral and written communications for decision makers; Demonstrated ability to work in cross-functional team
  • Work location is in Pentagon with some limited Telework scheduling.
  • Desired - 3+ years Space Experience
