The Data Migration Lead is responsible for planning, designing, and executing the full-scope historical data migration that transforms VA''s legacy contract and acquisition records into the structured, normalized data model of the modernized Appian platform. This is a technically complex and high-stakes workstream -- the quality of migrated historical data directly determines the analytical value of the Palantir environment and the operational continuity of VA acquisition operations following go-live.
The Data Migration Lead oversees the extraction, transformation, and loading of historical contract actions from VA legacy systems including eCMS, OLCS, and related acquisition repositories, ensuring that migrated data meets quality standards, preserves provenance and audit traceability, and enables immediate operational use upon system transition. This role leads the migration engineering team and coordinates closely with the Financial Systems SME, Data Engineer, and Enterprise Architect. This is a Key Personnel position expected to remain engaged through all five years of the program''s period of performance, including O&M sustainment.
Requirements:
- 8+ years of data migration experience, with at least 4 years leading enterprise-scale data migration programs for federal government clients.
- Demonstrated expertise in full-lifecycle migration methodology including discovery, profiling, mapping, ETL development, validation, and cutover planning.
- Strong SQL and ETL development skills, with experience in Python, SSIS, Talend, Informatica, or equivalent data integration tooling.
- Experience migrating data from federal legacy systems, with understanding of common data quality and normalization challenges in government environments.
- Familiarity with data governance principles, data lineage documentation, and migration audit trail requirements.
- Experience developing and executing data validation frameworks to certify migration completeness and accuracy.
- Bachelor''s degree in Computer Science, Information Systems, or related technical field required.
- Ability to obtain and maintain government security clearance.
Qualifications:
- Prior experience migrating VA acquisition or contract management system records from eCMS, OLCS, or comparable federal contract writing systems.
- Familiarity with VA financial management data structures including UFMS LOA components and their representation in contract records.
- Experience performing data migration in regulated federal environments with strict audit, rollback, and zero-disruption-to-operations requirements.
- Knowledge of the Appian data model and Appian-native data ingestion capabilities.
- Experience with Palantir Foundry data pipelines and their role in supporting post-migration analytical use cases.
Responsibilities:
- Lead the end-to-end data migration workstream, including source system analysis, data mapping, ETL design, migration execution, validation, and cutover.
- Develop the Data Migration Strategy and Plan, including phased migration approach, risk assessment, rollback procedures, and cutover readiness criteria.
- Conduct source system data profiling across VA legacy contract repositories, documenting data quality issues, structural inconsistencies, and transformation requirements.
- Design and implement the data mapping and transformation logic that converts legacy contract records into the Appian target data model.
- Develop and execute a comprehensive data validation framework, certifying that migrated records are complete, accurate, and audit-traceable.
- Ensure migrated data preserves provenance metadata, enabling traceability back to the exact source record, version, and extraction date.
- Partner with the Financial Systems SME to ensure accurate representation of LOA data, obligation records, and financial history in migrated contract records.
- Coordinate with the Enterprise Architect to ensure migration architecture aligns with target system design and does not introduce downstream integration risks.
- Lead migration rehearsal activities and document lessons learned, refining the cutover plan ahead of each production migration event.
- Develop and maintain document and data normalization deliverables that bring historical contract actions into a consistent structured dataset.
- Support post-migration data monitoring, resolving data quality issues identified during production operations.
- Provide knowledge transfer documentation enabling the program''s O&M team to manage ongoing incremental data loads and ad hoc migration requests.
