Position Overview
The Senior Project Manager (Delivery Lead) is responsible for providing end-to-end delivery leadership for a multi-stakeholder platform evaluation and implementation initiative. This role serves as the primary coordination point across state agencies, enterprise PMO leadership, and vendor delivery teams, ensuring disciplined execution, transparent governance, and timely decision-making.
The Delivery Lead will oversee evaluation and prototyping efforts across the Microsoft Power Platform and .NET technology stacks, manage cross-functional dependencies, and deliver a clear, actionable implementation roadmap aligned with enterprise standards and business objectives.
Primary Responsibilities
Project Leadership & Governance
- Lead overall project coordination and delivery execution across and vendor delivery teams
- Establish and maintain project governance structures, decision frameworks, and escalation paths
- Ensure alignment with enterprise PMO standards, reporting requirements, and approval processes
Stakeholder & Communication Management
- Serve as the primary point of contact for executive stakeholders and cross-functional teams
- Develop and execute a comprehensive stakeholder communication strategy, ensuring consistent and transparent updates
- Facilitate cross-agency alignment and manage expectations throughout the evaluation lifecycle
Platform Evaluation & Decision Support
- Facilitate structured platform evaluation sessions to assess Microsoft Power Platform and .NET solution options
- Manage and track evaluation timelines, milestones, and decision checkpoints
- Coordinate cross-platform prototype development, demonstrations, and testing activities
- Support data-driven decision-making by consolidating findings, risks, and recommendations
Planning, Risk & Delivery Management
- Own the integrated project schedule, ensuring timely execution of all evaluation and prototyping activities
- Identify, assess, and manage project risks, including platform-specific technical and delivery risks
- Proactively manage dependencies, constraints, and mitigation strategies to maintain delivery momentum.
Required Qualifications
- PMP Certification required, with 5+ years of demonstrated experience applying PMP-based project management practices on complex, multi-stakeholder technology initiatives
- Proven experience leading enterprise-scale application or platform evaluation projects
- Strong background in stakeholder management across government, enterprise PMOs, and vendor organizations
- Experience managing parallel workstreams, timelines, and interdependencies
- Excellent communication, facilitation, and executive-level reporting skills
Nice-to-Have:
- Working knowledge of the Microsoft Power Platform (Power Apps, Power Automate, Power BI) and its role within enterprise application ecosystems

- Project Charter and Governance Framework, including roles, responsibilities, and decision authorities
- Platform Evaluation Timeline with detailed milestone tracking and dependencies
- Stakeholder Communication Plan, including executive-level status reports and dashboards
- Risk Management Plan with platform-specific risk identification and mitigation strategies
- Implementation Roadmap outlining the recommended platform combination, phased delivery approach, and next-step execution plan
