Sr. Business Systems Analyst (Hybrid)
Our client, a leading Pacific Northwest utility provider committed to public service and environmental preservation, is looking for a Sr. Business Systems Analyst for their Vancouver, WA location. This position will support Operational Technology Services Work Planning & Delivery organization. This position performs systems analysis, interfacing with users to support functional requirements development, analysis of tools and techniques to support the development of systems, troubleshooting, analysis, performance monitoring and improvement of systems used by the Operations functions. This position will work closely with the Project Manager and other BSAs who are working on the day-to-day deployment of major infrastructure and virtualization projects to ensure there is continuity and coordination.

Key Responsibilities for Sr. Business Systems Analyst:
- Supporting Requirements Development and conduct interviews and facilitate workshops to elicit application requirements.
- Research, analyze, model and organize information for developing requirements.
- Decompose high-level information into details and abstract up from low-level information to distinguish between solution ideas and application needs.
- Facilitate requirements validation sessions, identify gaps and present findings.
- Research, document, and validate current and future state processes and designs (functional and technical)
- Assess and document descriptions of complex technical systems
- Solution Development and Proposal and facilitate design sessions, key decisions, team meetings, sponsor meetings, and stakeholder engagement sessions.
- Research and develop methods to automate repetitive manual data manipulations.
- Complete all documentation in support of the solution, including use cases, requirements, test plans, process maps, and desk procedures.
- Assist in the development of Business Cases/Justifications for the identified improvement opportunities and present the proposed solutions in both verbal and written formats to key stakeholders and sponsors.
- Solution Build and prepare functional and technical documentation for hand-off to IT workgroups.
- Work closely with IT development teams to encourage a smooth build.
- Create queries and reports for extracting, manipulating, and reporting of business architecture-related information.
- Proactively communicate key updates and documents to team members, sponsors, and stakeholders.
- Support project manager in the maintenance of project information including scope, status, schedule, budget, forecast, risks and issues, resources,
- Implementation and Change Management and support development and implementation of change management plans that reduce employee resistance and empower management as change sponsors.
- Facilitate various system verification activities such as systems and user testing.
- Facilitate system and data integration efforts to connect disparate systems that have various levels of System Life Cycle (SLC) maturity.
- Solution Maintenance and provide first line technical support to business users of the developed solutions.
- Complete and improve user manuals, onboarding and training documentation.
- Analyze solutions and business practices for efficiency and effectiveness. Based on the analyses, initiate continuous improvement initiatives.
- Promote the adherence to the Operational Technology Systems Life Cycle (OT SLC) processes.
- Work with team members to verify assigned project(s) follow the OT SLC process and complete the process steps and required artifacts.
- Interview Subject Matter Expert’s and prepare drafts of OT SLC artifacts.
- Facilitate reviews and incorporate feedback on OT SLC artifact drafts.
- Obtain Project Sponsor feedback and final approval of SLC artifacts.
Requirements/Qualifications for Sr. Business Systems Analyst:
- A degree in Information Technology, Technical Management, Information Management, Engineering, Business Systems, Computer Science or a directly related technical discipline is preferred.
- 10 years of experience is required with an applicable Associate’s degree.
- 8 years of experience is required with an applicable Bachelor’s degree.
- 12 years of experience is required without a degree.
- Experience should be consistent with the specific requirements of business systems analysis and progressively more technical in nature.
- Advanced knowledge of Visio and/or other flowchart tools.
- Expert proficiency in Excel, PowerPoint and Word.
- Experience in utilizing a requirements management tool.
- Expert knowledge in supporting full lifecycle of projects through the IT Systems Development Lifecycle
- Expert knowledge in IT planning, functional and technical specifications, and system life-cycle (SLC) management.
- Experience Supporting Requirements Development, to include:
- Conduct interviews and facilitate workshops to elicit business requirements
- Research, analyze, model and organize information for developing requirements
- Decompose high-level information and abstract up from low-level information to distinguish solution ideas from business needs
- Facilitate requirements validation sessions and present findings to stakeholders
- Collaborate to resolve requirements conflicts between stakeholders
- Research, document, and validate current and future state processes and designs (functional and technical)
- Help define best approaches, alternatives, and decision frameworks for alternative business solutions analyses.
