Technical Product Manager Fraud & Policy | Remote

The Opportunity

A fast-moving marketplace platform is looking for a technically fluent Product Manager to anchor its Fraud and Policy function. This isn't a strategy-from-the-sidelines role - you'll be in the weeds: mapping fraud vectors ahead of country launches, writing the requirements that get built, sitting in UAT sessions, and making sure customers get accurate, clear communications when enforcement actions hit their accounts.

You'll cut across Product, Engineering, Policy, Risk, Payments, Operations, Customer Service, Analytics, and regional launch partners to get things done. The work is ambiguous by nature - fraud patterns shift, policy ownership evolves, and launches compress timelines. You'll need to make good calls fast and document them clearly.

What You'll Do

Fraud Strategy & Product Ownership

  • Maintain and advance the product roadmap covering fraud and abuse prevention across marketplace and e-commerce launch surfaces
  • Convert fraud and abuse risk signals into concrete product requirements, control designs, enforcement workflows, and launch-ready mechanisms
  • Write requirements documents, PR/FAQs, BRDs, test plans, launch readiness docs, and executive decision narratives
  • Make prioritization calls that weigh fraud prevention impact against customer experience, operational load, compliance obligations, and launch speed
  • Partner with Engineering, Science/Analytics, Policy, Risk, Payments, Operations, and Customer Service to define scope, set success metrics, and drive delivery

Country-Level Fraud Analysis

  • Get ahead of fraud and abuse risks by diving deep into country-specific patterns before launch - reviewing fraud vectors, customer and seller journeys, payment signals, account signals, enforcement paths, and escalation flows
  • Assess where existing controls hold, where they need local adaptation, and where new mechanisms are required from scratch
  • Capture country-level fraud and abuse requirements early and wire them into launch planning with regional and business stakeholders
  • Build tracking mechanisms for fraud hypotheses, control decisions, risk acceptance, open blockers, and post-launch monitoring needs

Feature Definition & Cross-Functional Delivery

  • Drive fraud and abuse features end-to-end - from requirements and user stories through acceptance criteria, dependency mapping, and launch gates
  • Groom and prioritize work with Engineering, resolve ambiguity, and keep delivery on track with launch timelines
  • Align with Policy and Operations so controls are executable, auditable, and operationally supportable
  • Define fraud metrics, detection signals, dashboards, and monitoring frameworks with Analytics, Science, and BI partners

UAT & Control Validation

  • Lead or support UAT for fraud and abuse controls - owning test scenario creation, test data, expected outcomes, defect triage, and exit criteria
  • Validate that controls trigger the right actions, notifications, operational workflows, and downstream reporting
  • Work with FLAT stakeholders and cross-functional partners to confirm controls meet policy, financial, legal, tax, accounting, and customer experience requirements
  • Document validation evidence, maintain issue and defect logs, and drive remediation decisions before launch

Program & Operational Readiness

  • Drive fraud and abuse readiness for country and capability launches: checklists, SOPs, runbooks, escalation paths, dashboards, training materials, and launch support plans
  • Define operational requirements across the full fraud/abuse workflow lifecycle - intake, investigation, decisioning, enforcement, escalation, appeal, remediation, and post-launch monitoring
  • Partner with Operations and Customer Service to ensure processes can run at launch with clear ownership and measurable service levels
  • Facilitate readiness reviews, surface blockers early, align on go/no-go criteria, and establish post-launch mechanisms to track control performance, false positives, operational volume, and emerging abuse patterns

Customer Notifications & Communications

  • Own or support creation, maintenance, and governance of customer-facing notification templates tied to fraud and abuse actions
  • Define template requirements covering messaging, reason codes, localization, escalation language, and appeal or remediation guidance
  • Partner with Policy, Legal, Customer Service, and Operations to keep content accurate, consistent, and aligned with the action taken
  • Manage version control, approval workflows, and change management for the notification template library

Stakeholder Engagement & Leadership

  • Serve as the connective layer across Product, Engineering, Policy, Risk, Operations, Payments, Analytics, Customer Service, and FLAT partners
  • Influence across technical and non-technical teams - driving alignment, unblocking decisions, and delivering launch-critical outcomes without direct authority
  • Communicate upward through written narratives, roadmap reviews, risk summaries, and decision documents
  • Operate with ownership and bias for action in ambiguous environments where fraud risks, policy boundaries, and product scope are still taking shape

What You Bring

Must-Have

  • Bachelor's degree
  • 5+ years in product management, technical product management, technical program management, business analysis, technology, risk, or a related field
  • Demonstrated ownership of roadmap strategy, product requirements, and feature definition
  • Track record of feature delivery - prioritization, tradeoff decisions, and launch execution
  • Hands-on experience working with Engineering or technical teams to define, build, test, and ship products or technical capabilities
  • Experience with technical products, online services, marketplace or e-commerce platforms, risk systems, operations platforms, or customer-facing workflows
  • Comfort using data and metrics to identify problems, evaluate outcomes, and make product or business recommendations
  • Ability to influence cross-functional stakeholders without direct authority
  • Strong written and verbal communication - clear requirements, crisp narratives, and leadership-ready documents

Nice-to-Have

  • Background in fraud prevention, abuse prevention, trust and safety, risk management, financial risk, payments risk, marketplace integrity, compliance operations, or policy enforcement
  • Experience identifying fraud and abuse patterns and translating them into product controls, policy changes, operational mechanisms, or detection requirements
  • Exposure to country launches, global expansion, marketplace launches, e-commerce launches, or regulated product launches
  • UAT experience - test scenario definition, defect triage, control validation, launch readiness, or operational readiness
  • Familiarity working with FLAT, Legal, Compliance, Finance, Accounting, Tax, Payments, Customer Service, Operations, or regional launch stakeholders
  • Experience building or operating risk decisioning systems, trust scoring, rules engines, enforcement workflows, notification workflows, case management tools, or investigation platforms
  • Proficiency with SQL, QuickSight, Tableau, Excel, or similar analytics tools to evaluate fraud trends, operational outcomes, and control performance
  • Experience with experimentation, control measurement, false positive/false negative analysis, defect analysis, or post-launch performance monitoring
  • Experience writing PR/FAQs, BRDs, PRDs, SOPs, runbooks, launch readiness documents, or executive narratives
  • Sound judgment balancing fraud mitigation, customer experience, operational scalability, regulatory constraints, and business impact
  • High ownership, strong attention to detail, and comfort operating independently in fast-paced, ambiguous environments
