Overview:
GovCIO is currently hiring a software developer to perform maintenance, remediation\'s, and updates to mission critical applications used to support the DCSA background investigation processes. We would prefer someone with a development background in Java, PLSQL, or other programming language willing to learn Mainframe development. The candidate will provide architecture, development and cyber security support for the High Value Assets (HVAs) that make up the background investigation system. This position will be in the Washington DC Metro area (DC / MD / VA) and will be a hybrid position, primarily remote with a periodic need for customer site visits.
Responsibilities:
In this role you will support the Defense Counterintelligence Security Agency (DCSA), Background Information Systems (BIS), Case Processing and other background investigation systems. The successful candidate will support requirements elicitation, analysis, development, testing, and application level operational support for mission critical applications providing background investigation processing. The position serves as a member of the development team working both operational and maintenance (O&M) and enhancement initiatives associated with application-level development and operations support. The position requires interaction and coordination touchpoints related to infrastructure, networking, security, and other support entities. ServiceNow is the primary workflow management tool used within the environment.
Duties include:
- Interaction with customers and stakeholders to understand user requirements
- Use Atlassian tools including JIRA for requirements tracking
- Design solutions that efficiently and effectively meet customers? requirements
- Interaction and support with other development team personnel
- Develop software using Natural with ADABAS
- Develop and maintain software processes to transfer files using Connect Direct software
- Develop and maintain JCL for batch processing
- Develop and maintain queues and flows using IBM MQ
- Anticipates customers and project needs and proactively identifies potential solutions
Qualifications:
- Bachelor\'s with 5 - 8 years of software programming experience(or commensurate experience)
- Understanding of the Background Investigation process
- Strong experience with the Software Development Life Cycle (SDLC) process
- Experience of large-scale applications on a mainframe platform or client server environment developing in both a Batch and Online environment
- Experience working with customers in defining requirements
- Strong proficiency working with customers to define requirements
- Strong ability to design solutions across multiple systems or sub-systems
- Demonstrated experience interacting with software application program development and management personnel
- Proficient in O365 components to include Word, Excel, etc
- Strong written and verbal communication skills
- Clearance Required: Active Top Secret clearance
Preferred Skills and Experience
- Working knowledge using IBM?s Connect:Direct for file transfers
- Proficiency programming in Natural using ADABAS
- Experienced developing using Software AG?s NaturalONE Eclipse-based development environment
- Experience with using IBM MQ
- Familiarity with Confluence and/or Jira
- Working knowledge of ServiceNow
- Experience with meeting hosting via MS Teams
Posted Salary Range: USD $81,850.00 - USD $120,000.00 /Yr.
