Program Manager Telecom / OSS / BSS

We are seeking an experienced Program Manager with a strong background in telecommunications and OSS/BSS systems to lead complex, cross-functional programs. The ideal candidate will have experience managing large-scale telecom initiatives, coordinating technical and business teams, overseeing program delivery, and ensuring projects meet scope, schedule, budget, and quality expectations.

Key Responsibilities

• Lead end-to-end program planning, execution, monitoring, and delivery across multiple related projects.

• Manage telecom programs involving Operations Support Systems (OSS) and Business Support Systems (BSS).

• Coordinate cross-functional teams, including engineering, IT, network operations, product, vendors, and business stakeholders.

• Define program scope, objectives, milestones, deliverables, dependencies, and success criteria.

• Develop and maintain integrated program plans, schedules, budgets, resource plans, and risk registers.

• Monitor program performance, identify delivery risks, and implement mitigation and recovery strategies.

• Manage stakeholder communication, executive reporting, governance meetings, and status updates.

• Oversee system integration, application modernization, platform migrations, and process transformation initiatives as applicable.

• Coordinate vendor management, issue resolution, change control, and resource allocation.

• Ensure alignment between technical delivery and business objectives.

• Track KPIs, milestones, budget performance, and overall program health.

• Drive continuous improvement and ensure adherence to organizational standards and delivery methodologies.

Required Qualifications

• Proven experience as a Program Manager, preferably within the telecommunications industry.

• Strong understanding of telecom OSS/BSS systems, workflows, and integrations.

• Experience managing multiple projects, cross-functional teams, and complex program dependencies.

• Strong knowledge of program governance, risk management, budgeting, scheduling, and resource planning.

• Experience with Agile, Waterfall, or hybrid delivery methodologies.

• Excellent leadership, communication, negotiation, and stakeholder management skills.

• Proficiency with project and program management tools such as Jira, Microsoft Project, or similar platforms.

Preferred Qualifications

• Experience with telecom service fulfillment, service assurance, order management, billing, provisioning, and inventory systems.

• Familiarity with telecom network technologies, BSS transformation, OSS modernization, and system integration.

• Experience coordinating vendors, system integrators, and large enterprise technology programs.

• Relevant certifications such as PMP, PgMP, or Agile certifications are a plus.
