Job Title: Supervising Engineering - PreconstructionJob Location: 12301 Kurland Drive, Houston, TX 77034Primary Function:Leads and manages the Pre-Construction Team responsible for developing Pre-Construction documents and scoping documents that accurately reflect customer requirements and the agreements established during the sales process. Provides overall accountability for quality and schedule performance, including resource assignment and management within the design/engineering team, and coordination of efforts across multiple simultaneous projects. This role requires frequent engagement with customers to confirm and refine scope, and frequent coordination with internal departments to ensure all required technical scopes, documentation, and pricing inputs are captured and incorporated into Pre-Construction deliverables.Duties & Responsibilities- Employee may be called upon to perform any or all of the following functions:
- Lead the development of Pre-Construction documents and scoping documents, ensuring deliverables accurately reflect technical requirements, commercial agreements, and customer expectations.
- Frequently discuss project requirements and scope with the client, including clarifying assumptions, inclusions/exclusions, constraints, and site conditions; document outcomes for inclusion in Pre-Construction deliverables.
- Frequently visit local job sites (as required) to validate existing conditions, confirm constructability
considerations, and support accurate scope definition for Pre-Construction documents. - Proactively and routinely communicate with internal departments to status, collect, and compile required inputs for Pre-Construction documents, including (as applicable)
- Civil Engineering scope of work, documents, and pricing
- Site Development scope of work, documents, and pricing
- Settings scope of work, documents, and pricing
- Ensure inputs are tracked, current, and aligned with the overall project scope prior to finalizing Pre-Construction deliverables.
- Assign work to engineering teams based on project requirements, schedule, and personnel availability; coordinate work across multiple projects and teams.
- Attend internal and external meetings/calls; coordinate activities with customer representatives, project teams, management, and other stakeholders as needed.
- Coordinate with Sales to understand and implement agreements made during the sales process and ensure alignment in Pre-Construction documents.
- Coordinate engineering efforts with construction and purchasing (through project engineers as appropriate) to support project execution readiness and scope completeness.
- Apply engineering tools/knowledge as needed to support scope definition (e.g., grounding, relay coordination, transformer sizing, short circuit and load flow studies) when required for Pre-Construction accuracy.
- Ensure proper use of the document management system and maintain organized, traceable Pre-Construction documentation.
- Drive accountability and ownership within the team; ensure deliverables meet quality expectations and agreed timelines.
- Other duties as required.
Minimum Qualifications / Experience
Bachelor's degree in Electrical Engineering from an accredited university.
- Proven experience managing a multi-discipline team (engineers, designers, drafters/CAD technicians) and directing technical document development.
- Strong organization and prioritization skills; able to manage and discuss numerous projects concurrently.
- Strong reading comprehension and technical judgment; able to consume large quantities of technical input documentation and determine best design approach.
- Strong client-facing communication skills; able to frequently discuss project requirements and scope with the client and translate outcomes into clear Pre-Construction/scoping deliverables.
- Extensive knowledge of high-voltage substation components and functions (138kV and above), and substation design deliverables.
- Working knowledge of AC/DC fundamentals, three-phase power systems, and symmetrical components.
- Proficiency with common engineering application software and standard office tools (word processing, spreadsheets, email).
- Knowledge of applicable industry standards (NEC, NESC, NEMA, IEEE, ANSI) and ability to ensure appropriate application within deliverables.
Effective written and oral communication and ability to lead in a team environment.
Physical Requirements:- This position requires minimal physical effort.
- Must be able to endure prolonged periods sitting at a desk and working on a computer for a minimum of 8 hours a day
- While performing the duties of this job, the employee will primarily work indoors, with occasional outdoor exposure to year around weather conditions and noise.
- Must be able and willing to travel overnight for trainings and/or meetings as required (10%)
- Working extended hours, including weekends, may be required periodically.
- May occasionally lift up to 25 pounds at a time.
