Position Overview
We are seeking two experienced Business Analysts to support a large-scale statewide financial system transformation initiative replacing legacy accounting and cash management systems.
This role will focus on documenting, analyzing, testing, and supporting the transition of internal accounting systems to a modern financial management platform. The selected candidates will work under the direction of the assigned Business Support Program Manager and collaborate closely with Subject Matter Experts (SMEs), developers, and cross-functional teams.
The Business Analysts will play a key role in ensuring financial systems remain fully operational and aligned with the new statewide platform.
Project Background
The State of Florida is replacing its legacy financial system (originally implemented in the 1980s) with a modern solution under the Florida Planning, Accounting, and Ledger Management (PALM) Project.
As the PALM Project progresses, agency business systems must be:
- Assessed for impact
- Modified or retired where necessary
- Tested and validated for compatibility
- Transitioned to ensure continuity of financial operations
Many internal systems exchange financial data daily, weekly, or monthly and must be updated to interface properly with the new platform.
Major Responsibilities
Business Analysis & Documentation
- Facilitate work sessions with Subject Matter Experts (SMEs)
- Document business processes and requirements
- Analyze current systems and define solution approaches
- Develop Business Process Crosswalks between existing and future-state processes
- Create Requirements Traceability Matrix (RTM)
- Document use cases and test cases
Testing & Quality Assurance
- Develop and execute detailed test plans
- Perform multiple testing methodologies to identify defects
- Conduct quality assurance testing
- Document defects and test cycle summaries
- Support User Acceptance Testing (UAT)
- Maintain test cases, test data, and scripts
Project Support & Reporting
- Provide daily status updates to Program Manager
- Maintain and update:
- Project Workbook (bi-weekly)
- Issue Register
- Change Logs
- Action Item Register
- Decision Log
- Lessons Learned documentation
- Ensure customer expectations are met
- Support knowledge transfer and SME training (train-the-trainer approach)
Collaboration
- Work cross-functionally with Developers, Functional Analysts, and Testers
- Support scalable, efficient, and supportable solutions using Oracle eBS and related technologies
Deliverables
- Documented detailed business and technical process crosswalk
- Documented and executed test plans
- Documented user acceptance
- Documented defects and test cycle summaries
- Updated project documentation artifacts

Required Qualifications
- Bachelor's Degree in Computer Science, Business Administration, or related field
- Minimum 5 years of experience as a Business Analyst
- Experience on large-scale software implementation projects
- Extensive knowledge of Business Process Model and Notation (BPMN)
- Experience facilitating meetings and workshops
- Strong business requirements documentation experience
- Experience designing quality test processes
- Experience using JIRA for defect tracking and resolution monitoring
- Experience executing multiple testing methodologies
- Strong written and verbal communication skills
- Ability to work independently and collaboratively
- Ability to meet deadlines with high-quality deliverables
Preferred Qualifications
- Master's Degree in Computer Science, Information Systems, Business Administration, or related field
- Experience with:
- ECBA
- CCBA
- CBAP
- PBA
- Business Data Analytics certification
Work Conditions & Requirements
- 40-hour work week
- Onsite work in Tallahassee, FL
- Occasional after-hours or weekend work may be required for system implementations
- Background check required (criminal record, drug screening, credit check)
- Compliance with CJIS security policies required
- Contractor may not use personal equipment unless pre-approved
- Contractor must adhere to organizational conduct policies
