Our client seeks a Sr Technical Project/Program Manager to lead planning and delivery of digital technology initiatives supporting a state health plan. The role will coordinate cross-functional teams, manage risks and dependencies, drive schedules and releases, and communicate delivery status to senior leadership. The engagement focuses on enterprise strategic initiatives, provider portal enhancements, and continuous improvement of delivery processes.

Due to client requirements, applicants must be willing and able to work on a w2 basis. For our w2 consultants, we offer a great benefits package that includes Medical, Dental, and Vision benefits, 401k with company matching, and life insurance.

Rate: $50.00 to $55.00/hr. w2

Responsibilities:
  • Lead planning, execution, and delivery for digital initiatives through integrated project plans, schedules, milestones, roadmaps, and release timelines.
  • Coordinate efforts across Agile teams, engineering, product, business stakeholders, vendors, and enterprise programs.
  • Maintain technical and product knowledge to anticipate risks, support tradeoffs, and resolve technical blockers and dependencies.
  • Identify, assess, track, and manage risks, issues, assumptions, dependencies, and decisions with timely escalation.
  • Ensure alignment with governance standards, delivery methodologies, compliance requirements, and quality expectations.
  • Manage resources, capacity, team allocations, and delivery constraints while supporting forecasting and execution planning.
  • Track budgets, forecasts, vendor commitments, and resource impacts, providing visibility to scope, timeline, and outcomes.
  • Build and maintain effective relationships with business leaders, product teams, technology partners, architects, vendors, and stakeholders.
  • Serve as the primary point of contact for communications, status reporting, risk management, escalations, and engagement.
  • Translate complex technical delivery information into clear, actionable updates for business partners and executives.
  • Support Agile delivery via PI planning, sprint and release coordination, dependency management, and cross-team oversight.
  • Coordinate release readiness, approvals, implementation planning, change management, and transition to production support.
  • Monitor performance, quality, scope, schedule adherence, and issue trends to drive predictable outcomes.
  • Contribute to program-level improvements across delivery practices, governance, dependency management, reporting, and collaboration.

Experience Requirements:
  • 5+ years of related Project Management experience, or 7+ years in lieu of degree.
  • Must have 3+ years' experience delivering digital projects for insurance, healthcare or provider portal initiatives.
  • Experience managing enterprise strategic initiatives and working with delivery teams.
  • Proficiency with risk logs, action item follow-up, project plans, reporting, release plans, and business readiness.
  • Significant experience leading complex technology projects or programs from planning through implementation.
  • Advanced project management skills across risk, resource, budget, stakeholder engagement, decision-making, and cross-functional leadership.
  • Strong understanding of Agile, SDLC, dependency management, release planning, and governance frameworks.
  • Proven ability to collaborate and influence across business, product, technology, architecture, finance, vendor, and executive teams.
  • Experience with vendor management, business readiness, change management, and release coordination.
  • Certifications such as PMP, Agile, Scrum, or SAFe preferred.

Education Requirements:
  • Bachelor's degree or advanced degree preferred; in lieu of degree, 7+ years of related experience.
