- Position Job Title: Business Analyst.
- Position Skill Level: Senior (Requires 60 to 84 months of experience where the candidate can work independently without assistance and provide guidance to others).

- Engagement Duration: 24.0 Months.
- Target Start Date: August 18, 2026.
- Employment Status: Full-Time (40 Hours Per Week).
- Daily Work Hours: 8 hours of work daily between 7:30 AM and 5:00 PM, plus a 30-minute unpaid lunch break.
- Work Type & Telecommuting: Hybrid role allowing up to 50% telecommuting, as designated by the Authorized User.
- Physical Work Location: Alfred E Smith Bldg., Albany, New York, 12210 (Home Base Region 1).
- Interview Format: In-person interview.
- Technical Environment: The agency primarily uses Microsoft software and Unisys hardware.
Project Scope & Day-to-Day Tasks
- Project Assignment: Grants Management (Specifically transitioning State agency grant programs and managing grantmaking activities in the Statewide Financial System [SFS]).
- Core Responsibilities:
- Engage in requirements gathering and fit/gap analysis, support conceptual and detailed design efforts, and facilitate business process conversion to expand State Agency and vendor use of SFS Grantmaking modules.
- Assist in identifying and documenting system anomalies and State Agency change requests to enhance user experience or mitigate defects.
- Provide support for first-level help desk queries.
- Ensure a smooth, timely, and accurate transition for all vendor and state agency users moving from the Grants Gateway into the SFS for Grants.
- Assist senior staff with developing user manuals and training materials.
- Participate in required Statewide Learning Management System (SLMS) trainings.
- Conduct knowledge transfer with staff using both formal written documentation and informal methods.
Mandatory & Requested Qualifications
- Requirements Gathering & System Design: Minimum of 60 months of experience performing requirements gathering and business analysis, including producing written documentation of requirements, system design, and implementation.
- Enhancements & Defect Tracking: Minimum of 36 months of experience documenting system enhancements and defects for implementation and resolution.
- Enterprise Project Support: Minimum of 36 months of experience providing implementation support services for an enterprise IT project.
- Public Sector / Grants System Experience: Minimum of 12 months of experience as a state employee or a public/private consultant performing Business Analysis activities in support of a state enterprise or agency-specific grants or financial management system.
