Summary

The Trade Compliance Manager is a strategic leadership role responsible for the development, oversight, and continuous improvement of procedures and internal controls for international export and import operations. You will act as the primary subject matter expert for the site, ensuring that all shipments comply with U.S. and international trade laws (such as EAR and ITAR) while optimizing logistics efficiency and minimizing duty costs.

Detailed Description

  • Program Development: Develop and implement comprehensive Trade Compliance programs that align global corporate standards with local manufacturing site operations.


  • Regulatory Oversight: Oversee import/export applications, registrations, and Customs rulings. Maintain strict adherence to Harmonized Tariff Schedule (HTS) classification, valuation, and Country of Origin (COO) guidance.


  • Audit & Risk Management: Conduct regular internal reviews and audits to measure compliance levels. Identify potential risks or violations and implement corrective action plans.


  • Government Liaison: Manage relationships with customs authorities and partner government agencies. Lead the "Audit Defense" for any external regulatory audits.


  • Cross-Functional Collaboration: Interface with Engineering, Finance, and Legal teams to validate critical trade data elements (e.g., ECCN classifications) within complex technical product lines.


  • Training: Deliver educational programs to site staff regarding trade compliance best practices, Restricted Party Screening (RPS), and anti-boycott regulations.



  • Operational Efficiency: Evaluate and implement customs simplification tools (like SAP GTS) to enhance the cost-effectiveness of global trade operations.


Knowledge/Skills/Competencies


  • Regulatory Frameworks: Expert knowledge of the Export Administration Regulations (EAR) and International Traffic in Arms Regulations (ITAR).

  • Customs & Border Protection (CBP): Proficiency in U.S. Customs regulations, including 19 CFR, valuation, and the application of Incoterms 2020.

  • Classification Mastery: Advanced ability to determine Harmonized Tariff Schedule (HTS) codes and Export Control Classification Numbers (ECCN) for complex electronic assemblies.

  • Free Trade Agreements (FTAs): Functional knowledge of USMCA and other regional trade agreements to minimize duty exposure through proper qualification and certification.

  • Supply Chain Security: Familiarity with C-TPAT (Customs-Trade Partnership Against Terrorism) requirements and supply chain security best practices.


Physical Demands

  • Sitting for extended periods while using a computer.
  • Occasional walking through manufacturing floors or warehouse environments (may require PPE such as safety glasses or ESD smocks).
  • Ability to travel occasionally (domestic or international) to other Celestica sites or for government meetings.


Typical Experience

  • Experience: 10+ years of experience in international trade compliance or global logistics, with at least 3-5 years in a managerial or leadership capacity.


  • Industry Knowledge: Proven expertise in the Electronics or Semiconductor industry is highly preferred.


  • Technical Proficiency: Strong working knowledge of SAP and GTS (Global Trade Services).


  • Regulatory Expertise: Deep understanding of U.S. Export Control Classification Numbers (ECCN), Export Administration Regulations (EAR), and International Traffic in Arms Regulations (ITAR).
  • Communication: Exceptional verbal and written communication skills; ability to present complex regulatory requirements to executive leadership and government officials.


Typical Education

Bachelor's Degree: Required in International Business, Supply Chain Management, Logistics, Law, or a related field.
