The
Program Manager will lead a dynamic team that provides IT support, maintenance, operations, logistics, and engineering services to help ensure the secure, reliable, and uninterrupted availability of INL/A Management Information Systems. This role will provide program management support to the Department of State, Bureau of International Narcotics and Law Enforcement Affairs Office of Aviation (INL/A) in support of their missions to sustain the national security and economic interests of our nation.
Responsibilities - Serve as the Contractor's main point of contact for coordination of the Program and oversight of the overall performance.
- Manage operational aspects of program activity, including cost, quality schedule, and personnel.
- Responsible for all aspects of the development and implementation of assigned projects and provides a single point of contact for those projects.
- Take projects from original concept through final implementation.
- Interface with all areas affected by the project, including end users, computer services, and client services.
- Define project scope and objectives.
- Coordinate with cross-functional teams to deliver projects within defined scope, quality, time, and cost requirements
- Develop detailed work plans, schedules, project estimates, resource plans, and status reports.
- Conduct project meetings and track and analyze project status.
- Ensure adherence to quality standards and review project deliverables.
- Manage the integration of vendor tasks and track and review vendor deliverables.
- Provide operational and analytical guidance to the project team.
- Recommend and take action to direct the analysis and solutions of problems.
- Generate various reports/deliverables, including monthly program status reports to the appropriate customers and management personnel.
- Plan, organize, direct, and guide the activities of team members, including processes, plans, procedures, and training personnel.
- Participate in hiring and training.
- Review and approve employee timecards.
- Establish and manage customer relationships.
- Travel may be required for special projects. (CONUS, OCONUS)
- Other duties as assigned.
Qualifications - Bachelors degree and 5+ years of relevant experience
- Education requirement may be substituted with 9+ years of relevant experience
- Secret clearance required
Preferred Qualifications: - PMP certification is highly desired
Knowledge, Skills and Abilities: - Proven experience leading dynamic teams.
- Experience managing project costs, schedule, and scope.
- Ability to motivate and lead a high-performing team, attract recruits, and retain highly qualified staff.
- Must possess strong leadership and organization skills.
- Ability to multitask in a high-stress, performance-based environment.
- Experience with software development methodologies and the SDLC.
- Knowledge of quality management and ability to provide timely and accurate deliverables.
- Excellent interpersonal skills and the ability to work in a fast-paced environment with demonstrated ability to manage and prioritize multiple tasks.
