The Program Manager will lead a dynamic team that provides IT support, maintenance, operations, logistics, and engineering services to help ensure the secure, reliable, and uninterrupted availability of INL/A Management Information Systems. This role will provide program management support to the Department of State, Bureau of International Narcotics and Law Enforcement Affairs Office of Aviation (INL/A) in support of their missions to sustain the national security and economic interests of our nation.

Responsibilities
  • Serve as the Contractor's main point of contact for coordination of the Program and oversight of the overall performance.
  • Manage operational aspects of program activity, including cost, quality schedule, and personnel.
  • Responsible for all aspects of the development and implementation of assigned projects and provides a single point of contact for those projects.
  • Take projects from original concept through final implementation.
  • Interface with all areas affected by the project, including end users, computer services, and client services.
  • Define project scope and objectives.
  • Coordinate with cross-functional teams to deliver projects within defined scope, quality, time, and cost requirements
  • Develop detailed work plans, schedules, project estimates, resource plans, and status reports.
  • Conduct project meetings and track and analyze project status.
  • Ensure adherence to quality standards and review project deliverables.
  • Manage the integration of vendor tasks and track and review vendor deliverables.
  • Provide operational and analytical guidance to the project team.
  • Recommend and take action to direct the analysis and solutions of problems.
  • Generate various reports/deliverables, including monthly program status reports to the appropriate customers and management personnel.
  • Plan, organize, direct, and guide the activities of team members, including processes, plans, procedures, and training personnel.
  • Participate in hiring and training.
  • Review and approve employee timecards.
  • Establish and manage customer relationships.
  • Travel may be required for special projects. (CONUS, OCONUS)
  • Other duties as assigned.

Qualifications
  • Bachelors degree and 5+ years of relevant experience
  • Education requirement may be substituted with 9+ years of relevant experience
  • Secret clearance required

Preferred Qualifications:
  • PMP certification is highly desired

Knowledge, Skills and Abilities:
  • Proven experience leading dynamic teams.
  • Experience managing project costs, schedule, and scope.
  • Ability to motivate and lead a high-performing team, attract recruits, and retain highly qualified staff.
  • Must possess strong leadership and organization skills.
  • Ability to multitask in a high-stress, performance-based environment.
  • Experience with software development methodologies and the SDLC.
  • Knowledge of quality management and ability to provide timely and accurate deliverables.
  • Excellent interpersonal skills and the ability to work in a fast-paced environment with demonstrated ability to manage and prioritize multiple tasks.
