Job#: 3052847 Job Description: Sr Project Manager (Application/Transformation focused)
1 year+ Contract
4-5 days Onsite in Richmond, VA. 1 day Remote
Facilitate collaboration across relevant teams to identify, define, align, and document critical IT operational focus areas that support the client's mission, strategic priorities, and future-state vision.
Key Responsibilities and Deliverables
1. Current and Future State IT Roadmaps
- Review and assess existing IT roadmaps.
- Define and document both current-state and future-state IT roadmaps.
- Obtain and review adjacent Bureau roadmaps (if available) to ensure alignment and identify dependencies.
2. Resource Mapping, Capacity Planning, and Optimization
Develop a comprehensive resource and capability map that includes:
- Current staffing, skill sets, and organizational capabilities.
- Identification of future resource gaps, skill deficiencies, and potential blind spots.
- A high-level capacity planning framework to support prioritization and investment decisions.
- Recommendations for resource optimization to better support strategic objectives.
3. Technical Debt Assessment and Remediation Strategy
Assess and document current and future technical debt as it relates to the organization's cloud architecture vision, including:
- Identification and categorization of technical debt.
- Evaluation of associated risks, costs, and operational impacts.
- Development of a scoring framework to support ongoing decision-making based on factors such as:
- Operational efficiency
- Information security requirements
- Disaster recovery and resiliency needs
- Short-term and long-term cost considerations
Note: This effort may be incorporated into the current and future state roadmap activities, pending final project alignment.
4. Development Effort Tracking, Translation, and Reporting
- Establish a repeatable process for translating Agile delivery metrics and progress into formats suitable for executive and operational reporting.
- Develop standardized mechanisms for tracking, reporting, and monitoring development efforts across the organization.
- Create reporting tools that provide visibility into project status, resource utilization, and delivery outcomes.
5. Technical Assessment Participation
- Participate in the upcoming technical assessment.
- Provide input and analysis for assessment areas that impact the roadmaps, resource planning, technical debt strategy, and other project deliverables.
- Ensure assessment findings are incorporated into project recommendations and future-state planning.
6. IT and Information Security Office (ISO) Engagement Model
In partnership with the Information Security Office (ISO):
- Define a formal engagement model that outlines when and how IT and ISO teams collaborate throughout the project lifecycle.
- Establish governance processes, review periods, and decision-making checkpoints.
- Define ISO requirements based on the nature of the work being performed, including:
- In-house application development
- Vendor-supported solutions
- Vendor-to-vendor integrations
- Infrastructure and cloud initiatives
- Document roles, responsibilities, and escalation paths to ensure consistent security involvement and compliance.
