Responsibilities
• Individuals in this position have demonstrated experience in the standard concepts, practices, and deliverables related to Business Analysis/System Analysis in support of software development projects.
• They will develop and work full-scale project plans and associated communications documents with Program and the IT team (Application Support and Application Development).
• This position will coordinate and plan scheduled project timelines and milestones (using appropriate tools) with software vendor, Aging and Disability Services Division (ADSD) and vendor, developing and delivering progress reports, proposals, requirements documents, and presentations. This position will also act in the capacity of a Business Process Analyst to support the business needs in support of this project and assume responsibility of additional projects which may be small, medium, large in scope for Developmental Services (DS).
• Individuals understand how to gather and document requirements (Functional and Technical), lead the project team to build project scopes, goals, and deliverables for implementation of the Project with good understanding of business needs and requirements.
• Ability to understand and explain program on the application limitations and work on a workaround for the business needs.
• Ability to understand and explain vendor on the State and federal requirement and the business need, understand the application limitation and work on an aggregable workaround for the business needs.
• Individuals have a working knowledge of the software development lifecycle.
• Works under limited supervision with considerable latitude for the use of initiative and independent judgment.
• Individuals have some familiarity with the use of standard market testing tools.
• Manage scope, schedule, and budget objectives
• Assessment and mitigation planning for all project risks; well-defined strategies for working through issues
• Lead all meetings and develop appropriate meeting documents
• Develop any necessary business process documents to execute the project deliverables
• Lead the team in successful completing any software testing
Required /Desired Skills:
- JavaScript/CSS3/HTML5
- Microsoft .NET Core and C#
- Web Application Framework: MVC/MVVM/Razor/Blazor Architectural Patterns and Entity Framework
- Experience with various JavaScript libraries and responsive web design
- Experience with building and interacting with RESTful APIs (Web APIs)
- Microsoft SQL Server, T-SQL, SSRS, stored procedures, functions, triggers, data modeling, entity relationships
- Microsoft Visual Studio 2022, Visual Studio Code
- Azure DevOps, GitHub
- Strong design, UI, and server-side skills

Preferred Skills
- Working knowledge of IT best practices regarding relational databases preferred.
- Working experience at the State and Federal Government level is preferred.
- Working experience with systems following Health Insurance Portability and Accountability Act (HIPAA) guidelines preferred.

- Capable of prioritizing and managing assignments, tasks, and projects to completion with minimal supervision

Project 1: Shared Car Fleet Reservation System
Objective & Scope
Design and implement a secure, mobile-friendly reservation platform with GPS trip tracking, photo-based pickup/return, Azure AD authentication, audit logging, cost-allocation reporting, and admin tools for fleet, depots, and availability.
Deliverables
- Requirements, architecture, ERD, API specs, UX wireframes.
- React Native mobile app (background GPS), web app for reservations/admin, ASP.NET Core APIs, Azure SQL schema, reporting dashboards, CSV export.
- Infrastructure (Azure Gov), CI/CD, monitoring, documentation, and 30‑day stabilization.
Key Non-Functional Requirements
FedRAMP-aligned security, WCAG 2.1 AA accessibility, performance targets (API p95 <300 ms), auditability of GPS sessions and budget code changes.
Timeline
3-4 months from discovery through launch.
Assumptions
Azure Gov readiness, approved mapping provider, privacy/consent policy for tracking.
Project 2: EAM Version 2.0 Enhancements
Objective & Scope
Enhance the Employee Account Management (EAM) module with sortable/filterable grid (default by Commit Date), richer Submitted Actions reporting, transfer algorithm updates to preserve Teams lines/numbers, phone type capture, automated “Telecom Template” delivery, credential‑recipient redirection, GIN reports, admin master data for Position Titles/Duty Locations, and grid display of full Duty Location address. Include a flag for “Mirror Account Required” when only default AD groups are present.
Deliverables
- UI/UX updates for grid sort/filter and modification highlights.
- Backend logic changes for transfers, reports, and validation rules.
- Mail‑merge generation and automated notifications.
- Admin tools for master data (titles/locations).
Constraints/Notes
Stakeholder comments indicate urgency for username/email uniqueness, requests for workflow documentation, and considerations about AD authoritative sources and an Employee Card lift. These inform prioritization and dependencies.
Estimated LOE
Ranges from Very Low (<1 hr) to Very High (4–6 days) per objective, guiding sprint planning.
Project 3: OCHA Version 3 – Intake & Referrals Automation
Objective & Scope
Extend OCHA with Power Automate forms (passcode gate, purpose‑based branching), file upload notifications/renaming, SharePoint integration, public website form, and services/APIs to parse spreadsheets (Excel/CSV/delimited) and selected Word templates; add Referrals page with “Convert to Intake” and an Existing Record Inbox supporting status updates (Screening/Approval/Denial).
Deliverables
- Power Automate flows, custom forms, SharePoint permissions.
- Parsing/update APIs; doc‑template submethods.
- UI pages for Referrals and Inbox; email notifications.
