The ideal candidate will have excellent communication skills and be adept at managing project timelines, budgets, and quality control while serving as a liaison between various stakeholders, including the Department of State (DOS), contractors, and local authorities.

Construction Program Manager Key Responsibilities:
  • Provide construction project management for a single major program or multiple projects, overseeing all phases from planning through completion.
  • Maintain an open dialogue with DOS stakeholders and management, addressing schedule slippage, cost issues, conflicts, performance, quality, and other project concerns.
  • Review, interpret, and verify construction drawings, architectural plans, engineering drawings, and specifications to ensure compliance; recommend corrective actions as needed.
  • Maintain updated project schedules, including government activities, throughout the project lifecycle.
  • Prepare independent cost estimates and monitor ongoing construction work to ensure it is performed as planned and in compliance with contract specifications, safety regulations, and applicable building codes and standards.
  • Act as a liaison between construction contractors, DOS stakeholders, local authorities, and other involved parties to meet project requirements.
  • Coordinate with Facilities Management to minimize the impact of construction activities on other facilities and tenants on site.
  • Conduct daily inspections, document progress, and report issues to management.
  • Coordinate with on-site Diplomatic Security to facilitate contractor access to the site.

Construction Program Manager Qualifications/Skills Required:
  • Project Management Professional (PMP) certification is required at the start date or must be obtained within 12 months of hiring and kept up to date.
  • Active Secret Clearance
  • At least three (3) years of specialized experience in the last 10 years working in the field on major vertical construction projects, such as multi-story buildings, large-scale residential and commercial developments, or warehouses.
  • Experience reviewing, interpreting, and verifying construction drawings, architectural plans, and engineering specifications for compliance and recommending corrective actions.
  • Proficiency in inspecting construction techniques, procedures, and standards to ensure adherence to plans and specifications.
  • Familiarity with quality control and quality assurance practices in construction projects, including applying test procedures and equipment.
  • Knowledge of safety practices and procedures applicable to construction projects.
  • Ability to develop and apply construction scheduling techniques, monitor project progress, identify causes for delays, and implement corrective actions.
  • Experience managing financial aspects of construction projects, including cost monitoring, certifying contractor payment requests, forecasting total construction costs, and managing budgets.
  • Skilled in analyzing and negotiating contract change orders, potential claims, and cost/time settlements.
  • Proficiency with construction project management and fiscal control software.
  • Strong problem-solving skills, including recognizing potential issues, developing options for action, and recommending solutions.
  • Effective verbal and written communication skills with both technical and non-technical personnel, including the ability to provide guidance and instruction related to the acquisition process.
  • Experience preparing and delivering presentations and reports on project status and recommendations.
