The Peace Corps, the Office of Safety and Security, Information & Personnel Security (IPS) Office is responsible for conducting personnel security background investigations and adjudication of all Peace Corps staff and contractors to determine security clearance suitability for access to Peace Corps facilities and network systems.
We are seeking a
Personnel Security Assistant to ensure accurate and timely processing of personnel security background investigations and maintain appropriate documentation related to the granting of security clearances, to include USAccess, the Peace Corps Case Adjudication Tracking System (PCCATS), and Defense Counterintelligence and Security Agency (DCSA) personnel vetting systems. Location of this role is at Peace Corps Headquarters in Washington, DC.
- We are only considering candidates who currently reside in the DC metro area.
- Work location: once established in role, is 2 days telework and 3 days client location (1275 First Street NE Washington, DC 20526)
- We are prime for this 5-year contract through 9/2027.
- Due to client requirements, successful credit check and drug test will be required prior to starting role.
Responsibilities: - Initiate Public Trust and National Security personnel vetting investigations for Peace Corps employees and contractors using eApp within NBIS and provide assistance as needed to selectees and employees throughout the personnel vetting process.
- Provide access to selectees and serviced employees to eApp within NBIS and ensure personnel vetting questionnaires are completed accurately.
- Monitor the status of background investigations, update the case adjudication tracking system, PCCATS, as appropriate, and handle returned investigations.
- Provide appropriate forms, answer questions, identify controversial issues or problem areas and present these issues to Personnel Security Specialists for resolution.
- Provide personnel security program assistance to Personnel Security Specialists regarding suitability factors, proper completion of investigative forms and criteria for determining position sensitivity designations.
- Utilize USAccess and DCSA personnel vetting systems (e.g., CVS and/or DISS) as needed for preparing packages for vetting of candidates by the Personnel Security Specialists.
- Update and assist with scrubbing of data within PCCATS.
- Assist with enrollments into Continuous Evaluation (CE) and Rap Back programs.
- Ensure all processes and requirements established by NIST and all services performed are carried out in a consistent and reliable manner in accordance with Federal policies and procedures, including Trusted Workforce 2.0 personnel vetting standards.
- Recommend, develop, and implement new procedures to foster the efficiency and effectiveness of the personnel security program.
- Maintain and provide statistical reports and spreadsheets related to security as needed.
- This role requires hands-on experience supporting personnel vetting investigations using eApp within NBIS and familiarity with DCSA personnel vetting systems such as CVS and/or DISS.
Note: This role supports the personnel security investigation and processing lifecycle and does not include adjudicative authority or adjudication responsibilities. Required Experience - 2+ years of personnel security experience supporting the initiation, review, and tracking of background investigations (e.g., SF-85, SF-85P, SF-86) within federal personnel vetting programs.
- Possess an Active Secret security clearance or a favorably adjudicated Tier 3 (T3) investigation, and be willing to submit an OF-306 "Declaration for Federal Employment."
- Requirement systems experience with knowledge of USAccess system in order to prepare documents and implement the card access program.
- Experience working with eApp within NBIS, and familiarity with CVS and/or DISS applications administered through the DCSA Portal to verify investigation status and clearance eligibility.
- Comprehensive working knowledge of the regulations, policies, principles and procedures of the personnel security program.
- Ability to analyze and evaluate security information in accordance with guidelines and recommend changes or modification to ensure compliance with regulations.
- Knowledge of Federal security laws and regulations to interpret and apply such guidelines, manage and/or enhance existing security program activities.
- Exceptional communication skills to interact effectively with customers and to present oral and written reports to officials of the Peace Corps and other agencies.
- Capable of utilizing Microsoft Outlook, Word, Excel, PowerPoint, and Adobe Acrobat at a minimum in order to prepare security paperwork, information, and analysis.
