Job Description
We are seeking an experienced Project Manager to lead and manage complex enterprise IT projects supporting dispatch modernization initiatives. The successful candidate will oversee project planning, stakeholder management, project governance, and delivery of large-scale technology implementations involving legacy system replacements and multi-phase deployments.
Key Responsibilities:
• Lead complex enterprise IT projects from initiation through implementation.
• Develop and manage project plans, schedules, budgets, risks, and deliverables.
• Coordinate internal teams, vendors, executives, and project stakeholders.
• Manage legacy system modernization and multi-phase implementation projects.
• Prepare executive presentations, status reports, and project documentation.
• Facilitate project governance meetings and steering committee discussions.
• Ensure compliance with State IT standards, methodologies, and project management practices.
• Support project planning, testing, implementation, statewide rollout, and user adoption.
• Identify project risks, issues, and mitigation strategies.
• Provide leadership throughout the complete project lifecycle.
Mandatory Requirements:
1. Possess a bachelor’s degree from an accredited college or university.
2. A valid Project Management Professional (PMP) certification through the Project Management Institute. The PMP certification is required.
3. Minimum of Ten (10) years of broad, extensive, and increasingly responsible experience applying PM principles, methods, techniques, and tools. At least four (4) years of that experience must have been as a Senior PM of one (1) or more large or complex IT projects.
4. Minimum of seven (7) years’ experience as a Lead PM for a complex State of California IT project(s), related specifically to a law enforcement agency.
5. Minimum of Ten (10) years’ experience managing both external and internal stakeholders.
6. Minimum of Ten (10) years’ experience managing or providing expertise and leadership to a large-scale and complex enterprise technology projects that include a legacy system(s) replacement(s) with multiple implementation phases.
7. Minimum of Ten (10) years’ experience planning and applying industry standards, principles, methods, and techniques to deliver IT systems.
8. Minimum of seven (7) years’ experience working with public sector staff, management, and executives to prepare and deliver written and verbal communications for management, executives, and project stakeholders.
9. Minimum of seven (7) years’ experience managing or providing leadership to project(s) which had multiple stakeholders.
10. Experience delivering executive level briefings.
Desirable Qualifications:
1. Experience with a public safety CAD and mobile system.
2. Experience with an emergency 9-1-1 telephone system.
3. Experience in managing the implementation of CAD Analytics and/or Records Management systems.
4. Experience working with communications center environments specific to law enforcement environments with radio communications.
5. Experience working with user groups to conduct configuration sessions, testing, pilot setup, and coordinating statewide training and implementation.
6. Experience with developing documents according to the requirements for California Project Management Framework (CA-PMF) Project Approval lifecycle (PAL) and preparing budget change concepts and proposals, which lead to State of California control agency approval.
7. Experience with projects which incorporated requirements from the State of California’s IT practices, procedures, and policies, specifically the Statewide Information Management Manual (SIMM) which contains standards, instructions, forms, and templates that State agencies must use to comply with IT policy.
8. Experience with the Criminal Justice Information Services (CJIS) policies and practices.
9. Experience with the development and delivery of an IT strategic plan.
10. Familiarity with an audio logging system.
