📌 Position Overview
The State of South Carolina is seeking a Senior COBOL Developer / Senior Programmer / Team Lead to support the maintenance, development, and production support of the SCDMV's core Phoenix business system supporting South Carolina's drivers and vehicles.
The system is a Client-Server application utilizing COBOL as the back end and .NET as the human interface.
💻 Work Arrangement
Hybrid position
Strong preference for fully onsite during the training period
After training, up to 2 remote days per week may be discussed with the hiring manager
Candidate must currently reside in SC, NC, or GA
Candidate may relocate at their own expense before the start date
Fingerprinting must be completed in South Carolina at least 5 business days before the scheduled start date
🎯 Key Responsibilities
Analyze the Phoenix core business system and assigned development tickets
Lead analysis and propose technical solutions
Partner with business units to develop business and technical specifications
Code, test, and promote application changes
Provide production support for the Phoenix system
Ensure solutions meet documented business requirements
Provide daily and weekly status updates to management
Lead and mentor technical team members
Work directly with business users, vendors, staff, and management
✅ Required Skills
6+ years of experience with Visual and/or Micro Focus COBOL
Working knowledge of Visual COBOL V9
10+ years developing and maintaining complex, mission-critical applications in a Windows Client-Server environment
5+ years leading technical software development teams
10+ years coding/testing complex COBOL business systems with Oracle SQL
5+ years of Level 3 (L3) production support
5+ years working directly with business units on business and technical specifications
10+ years of experience in system analysis, design, coding, testing, debugging, and implementation
⭐ Preferred Skills
Oracle 19+ SQL
Microsoft Visual Studio .NET / C#
Government agency experience
Visual COBOL technical certifications
Experience mentoring junior/less experienced technical professionals
🎓 Education
Bachelor’s degree in Computer Science or a closely related discipline preferred, with 10 years of relevant experience.
Government agency experience is highly desirable.
