Job Description

The Critical Infrastructure Division of the Railroad Commission of Texas (RRC) seeks an Engineering Specialist II proficient in performing moderately complex (journeylevel) engineering work, specializing in a technical field, weatherization, and operator preparedness of Critical Infrastructure. The area of operation for the positions will be Webb, LaSalle, or Dimmit counties. Will report to the San Antonio district office. Must live within 70 miles of Laredo or be willing to relocate. Relocation is not paid for by the RRC. involves conducting site surveys, inspections, field work, data collection, validation, testing, and assessment. Works under general supervision with limited latitude for the use of initiative and independent judgment.

Essential Job Duties

• Performs engineering, weatherization, and operator preparedness site visits/assessments and monitoring.
• Conducts engineering field work to ensure compliance with RRC statewide rules and guidelines.
• Compiles, reviews, and validates field data; summarizes results, and compiles reports for the division.
• May provide technical assistance with data evaluation, research coordination, issue analysis, and report preparation and recommendations.
• May also aid with the development of new or refined techniques, procedures, processes, and/or scientific methods.
• Review, coordinate, validate, and report on various data sets for monitoring in compliance with state and federal
• monitoring regulations.
• Reviews the activities of contractors, operators, and/or civic authorities.
• Prepares correspondence and technical reports.
• May interact with the public, engineers, developers, landowners, and other interested groups/key stakeholders.
• This position will require up to 90% field travel, with the remaining 10% dedicated to administrative functions, performed from home or at regional offices.
• Performs related work as assigned.

Minimum Qualifications

• High school diploma or GED.
• Must have a valid Texas Driver's License and a good driving record.
• Applicants must live within 70 miles of Laredo, Texas (Webb County) or be willing to relocate. Relocation is not paid for by the RRC.
• Experience in weatherization and/or natural gas services in the electricity supply chain.
• Experience and education may substitute for each other on a yearforyear basis.

Note: Salary will be determined based on education and experience.

Preferred Qualifications

• Experience in weatherization, critical infrastructure, and natural gas supply chain for power generation.
• Experienced in engineering work.
• BA/BS from an accredited fouryear college or university with major coursework in Engineering, Natural Resources, Physics, Mathematics, or a related field.

Knowledge/Skills/Abilities

• Demonstrated understanding and ability to apply engineering concepts, techniques, theories, and principles.
• Knowledge of best practices to prepare facilities providing natural gas services in the electricity supply chain.
• Knowledge of best practices to maintain services in an extreme weather event.
• Demonstrated skill in excellent organizational, communication, and writing skills.
• Demonstrated skill in handling and use of oilfield tools, technical equipment, and protective gear.
• Skill in using computers, Microsoft Office, other Windowsbased software, and database applications.
• Skill in maintaining a high level of accuracy and attention to detail.
• Possess a valid Texas Driver's License and good driving record.
• Ability to maintain professional appearance and demeanor.
• Ability to drive, perform basic maintenance, and perform tire changes on a pickup truck.
• Ability to walk up to two miles in varying weather conditions as required to perform engineering field work.
• Ability to operate, lift, and carry oilfield or safety equipment.
• Ability to climb ladders to heights of 16 feet.
• Ability to lift, carry, and move an average of 2030 lbs. to perform daily duties.
• Ability to work independently for long periods of time while meeting workload demands.

Additional Information

Work Hours: Standard office hours for Commission employees are 8:00 a.m. to 5:00 p.m., Monday through Friday. Our agency offers alternative schedules for employees, provided they do not adversely affect operations or service levels and standard hours of operation are maintained. The Commission may also offer telework in accordance with the agency's approved Telework Plan. Alternate work schedules may be discussed with the hiring manager during the interview process.
