General Summary
Assist in design, construction, and inspection of road, traffic, bridge, and culvert projects. Assist Traffic, Bridge, and Design/Construction Engineers with data collection, field observations, analyses, and reporting as directed. Perform daily inspections and generate the necessary paperwork for projects. Inspect construction of streets in new plats. Coordinate with contractors, public agencies, utility companies, and general public to solve the problems that arise during the course of design and construction. Make daily reports and pay estimates on contractors' work. Assist with final payments on construction projects and completing project records. Determine work to be done and give direction as needed in the construction of roads, bridges, and culverts. Complete and maintain administration/training requirements related to the position. Take charge or assist in project planning and enforcement of regulations.
Essential Duties and Responsibilities
- Attend pre-construction meetings and work with inspectors and survey crew assigned to the project.
- Oversee federal, state, and KCRC funded road, bridge, and culvert construction.
- Assist with project design, generating quantities, and estimates of cost.
- Assist with determining roadway cross-section and pavement designs.
- Assist with the review of existing and design of future horizontal and vertical alignments.
- Assist with drainage studies for culverts, sewer sizes, and checking grades and quantities on all items.
- Assist with compiling proposals and preparing project packages for bid.
- Perform daily inspections and generate the necessary paperwork for the project.
- Coordinate with contractors, subcontractors, public agencies, utility companies, and public to resolve problems that arise during construction.
- Investigate and conduct enforcement for Michigan Environment, Great Lakes, and Energy (EGLE) permits.
- Set Alignment and grades for contractor, work with utilities to oversee proper location and depth, ensure that all necessary traffic control devices are in place for public safety.
- Assist in the preparation of project estimates, authorizations, balancing, and cost.
- Prepare and maintain project file for test reports, correspondence, etc.
- Review plans submitted by private engineering firms.
- Work with developers, engineering consultants, and contractors to ensure plats conform to standard specifications.
- Check on utilities for depth and proper location. Coordinate any necessary work.
- Oversee HMA applications when paving plat, conduct final grade and pavement inspections, recommend acceptance of the new plat to Project Engineer.
- Assist Bridge Engineer with inspection of existing bridges and every two years County culverts by evaluating their current condition and recommending work requirements that maintain safety.
- Assist Project Engineers with designs and quantity proposals or other job-related items prior to advertising for bids; also verify compliance with permit and safety standards.
- Assist Traffic Engineer with data collection, modeling, analyses, recommendations, and reporting related to traffic operations and safety.
- Process estimates and requests for authorization on a bi-weekly basis.
- Process daily construction reports (mandated by federal and state guidelines) through system information downloads. Check and verify accuracy of daily reports from applicable inspectors (project aggregate, concrete, or blacktop).
- Send in pay estimates, progress reports, completion reports, and check certified payrolls from contractors or subcontractors for accuracy.
- Balance work items and finalize construction project. Maintain files required at project end for State review.

Requirements
Education/Experience: bachelor's degree in civil engineering or related field preferred; or ten years' in surveying, construction inspection and road or bridge design.
Knowledge/Skills: project management and organizational skills, communication and teamwork, problem-solving and critical thinking. General computer literacy including Microsoft Office, AutoCAD, field manager, and an aptitude for learning new software.
Physical: moderate walking, climbing, sitting, and traveling in a car. Requires working in all types of weather, traffic conditions, and various terrains. Occasionally carrying/lifting blacktop and concrete test samples.
Other Requirements: a valid Michigan Driver's License; Fundamentals of Engineering (FE) exam completion with a track to obtain the Michigan registered Professional Engineer (PE) license is preferred; Additional certifications may include all or some of the following: Density Certification, Stormwater Operator Certification, ACI Aggregate Testing Technician Level I, MCA/ACI Concrete Testing Levels I & II, HMA Level I, MDOT Office Technician Certification, and FHWA Safety inspection of in-service bridges certification.
