Position Summary
4Consulting, Inc is seeking a qualified Software Developers to support technology consulting, application development, systems analysis, testing, data management, cybersecurity, infrastructure, or project delivery services for client projects. The selected candidate will perform duties consistent with the client’s project requirements and company delivery standards.
Essential Duties and Responsibilities
The candidate will be responsible for:
Design, develop, test, and maintain Java/J2EE applications and EDI integration solutions using established EDI standards, XML, and web service technologies.
Build, integrate, and deploy application components using Oracle WebLogic Server, SOAP/REST services, and related enterprise integration technologies.
Collaborate with the Scrum Team to refine user stories, estimate development tasks, identify dependencies and risks, and deliver working software in small increments aligned with Sprint goals and acceptance criteria.
Maintain application quality through automated testing, code reviews, defect resolution, technical debt management, and deployment documentation while coordinating with Product Owners, Scrum Masters, and team members.
Minimum Qualifications
The position requires:
Education:
Bachelor’s degree in Computer Science, Information Technology, Engineering, Business, or related field, or equivalent combination of education and experience.
Experience:
Experience developing enterprise applications using Java/J2EE, implementing EDI standards, and supporting application integration and deployment in enterprise environments.
Technical Skills:
Java, J2EE, EDI Standards, Oracle WebLogic Server, XML, SOAP Web Services, REST APIs, Enterprise Integration, Automated Testing, Agile/Scrum
Business / Domain Skills:
Experience supporting Texas Medicaid Management Information System (MMIS) applications and healthcare program technology environments, including Medicaid-related business processes, system integrations, and electronic data exchange.
Experience supporting Medicaid enterprise systems involving claims and other program-related data exchanges, application interfaces, business workflows, and integrated services.
Experience designing, developing, enhancing, and integrating enterprise applications, APIs, interfaces, workflows, batch processes, and data-processing components supporting government programs.
Experience working in Agile delivery environments supporting state Medicaid systems, with coordination across product owners, development teams, and other program stakeholders.
Communication:
Ability to communicate with technical and business stakeholders.
Documentation:
Ability to prepare project documentation, status updates, and deliverables.
Work Authorization:
Must be legally authorized to work in the United States. Sponsorship may be considered where permitted by company policy and project requirements.

Preferred Qualifications
Experience working with EDI standards and enterprise integration technologies, including XML and SOAP/REST web services.
Experience deploying and supporting Java/J2EE applications on Oracle WebLogic Server, with an understanding of application packaging and release processes.
Strong problem-solving, analytical, communication, and collaboration skills, with the ability to work effectively within cross-functional Agile development teams.
