Technical Program Manager IV / Portfolio Manager - Cloud & Frontier AI Programs 

Location: Philadelphia, PA (Preferred) 
Alternate Location: Denver, CO  
Schedule: Hybrid - 4 Days/Week Onsite 
Duration: Long-term Contract (Expected to Extend into 2027) 
Pay: $70-$78/hr + optional medical, dental, vision, and 401(k)   

Position Overview 

We are seeking a Technical Program Manager IV (Portfolio Manager) to lead a portfolio of strategic Cloud and Frontier AI initiatives. This role sits above the project/workstream level and is responsible for portfolio planning, governance, prioritization, executive alignment, and delivery oversight across multiple interconnected programs. 

Reporting into Cloud leadership, this individual will serve as the central coordination point for Frontier AI initiatives, ensuring program teams remain aligned to organizational objectives while effectively managing risk, dependencies, resources, and executive communications. 

The ideal candidate will have a strong background leading large-scale technology portfolios, extensive experience working with engineering organizations, and the ability to influence executive stakeholders across a complex enterprise environment. 

Key Responsibilities 

  • Provide portfolio-level leadership for Frontier AI Models and Cloud-related programs. 

  • Oversee multiple program managers and workstreams across a complex technology portfolio. 

  • Establish and maintain portfolio governance, reporting, and execution frameworks. 

  • Drive roadmap planning, prioritization, resource alignment, and funding discussions. 

  • Partner with senior technology leaders, engineering teams, cybersecurity organizations, and business stakeholders to define strategic objectives. 

  • Identify cross-program dependencies, risks, and opportunities. 

  • Develop executive-level reporting, dashboards, and portfolio status updates. 

  • Lead steering committee discussions and executive review meetings. 

  • Ensure initiatives remain aligned with business goals, technology strategy, and organizational priorities. 

  • Escalate critical issues and drive resolution across organizations. 

  • Support long-range planning for emerging technologies, including AI, cloud transformation, and cybersecurity initiatives. 

Required Qualifications 

  • 8+ years of Program Management, Technical Program Management, Portfolio Management, or related experience. 

  • Experience managing large-scale portfolios consisting of multiple technical programs or workstreams. 

  • Strong experience supporting engineering, cloud, infrastructure, or software development organizations. 

  • Proven ability to communicate with and influence senior leadership and executive stakeholders. 

  • Experience developing portfolio governance processes, roadmaps, metrics, and reporting. 

  • Strong stakeholder management and cross-functional leadership skills. 

  • Demonstrated ability to manage competing priorities across large organizations. 

Preferred Qualifications 

  • Experience leading Cloud, Platform, Infrastructure, or Enterprise Technology portfolios. 

  • Experience supporting AI, Generative AI, Machine Learning, or Emerging Technology initiatives. 

  • Cybersecurity program or portfolio management experience. 

  • Previous Comcast experience. 

  • Experience supporting Frontier AI Model initiatives. 

  • PMP, PgMP, Agile, SAFe, or related certifications. 

  • Experience within Fortune 500 or large enterprise environments.
