Hybrid/Local (EST) Full Stack .NET/Angular Developer with PRIMENG, RESTFUL APIS, ASP.Net Core, NIST/HIPAA/CJIS, Power BI, SQL Server, CI/CD, Sharepoint, Azure DevOps and QA experience

Location: Cayce, SC (DPH)
Duration: 12 Months
Work Location: Hybrid, 4 Days Onsite and 1 Day Remote per Week (Remote day is applicable after 1 Month of employment) Candidate location: Candidates must currently reside in the Eastern Time Zone AND be willing to relocate prior to their start date at their own expense.

Required Skills (rank in order of Importance):
1. 3+ years of experience developing modern web applications using PrimeNG, Typescript, JavaScript, HTML, and CSS
2. 3+ years of experience developing RESTfulAPls and backend services using ASP.NETCore

PREFERRED SKILLS (RANK IN ORDER OF IMPORTANCE):
1. Experience with industry-standard information security practices such as NIST, HIPAA, or CJIS.
2. Experience with IT implementation projects.
3. 3+ years of experience with Microsoft SQL Server including database design, data modeling, stored procedures, performance- optimized queries, and SQL troubleshooting
4. 3+ years of experience with DevOps practices
5. 5+ years of experience with manual AND automated system testing throughout SDLC
6. 3+ years of experience creating technical documentation
7. Familiarity with data privacy, security standards, and regulatory compliance relevant to state and federal systems (e.g., HIPAA) 3. Experience with Power Bl or supporting data pipelines for reporting and analytics.
4. Familiarity with infrastructure or cloud technologies such as Azure.
5. Experience with SharePoint or collaborative content-management platforms.

REQUIRED EDUCATION:
Bachelor s or Master s Degree in a relevant field of work or equivalent work experience.

DAILY DUTIES/ RESPONSIBILITIES:
The System Software Programmer plays a critical role in developing, modernizing, and supporting the South Carolina Department of Public Health s Human Resourcesand administrative systems. This position is primarily responsible for building and maintaining applications using the Angular framework, supporting backend integrations, and implementing DevOps practices to ensure secure, efficient, and reliable delivery of software across the agency s technology platforms.

The programmer collaborates closely with HR, IT, Finance, and infrastructure teams to translate technical requirements into scalable system solutions. Responsibilities include designing and
developing application components, maintaining Cl/CD pipelines, automating deployments, conducting code reviews, performing system testing, and ensuring documentation is up to date. The role also supports system upgrades, contributes to modernization of legacy applications, and ensures all solutions comply with agency IT security standards and federal and state regulations.

With a strong emphasis on high-quality code, system reliability, automation, and cross-functional collaboration, this position is essential to maintaining the integrity, performance, and long-term sustainability of critical HR and administrative systems across the enterprise.

Specific duties and responsibilities will include but are not limited to the following:
Application Development & System Support
Develop, enhance, and maintain financial and administrative applications using the Angular framework and modern software engineering practices.
Understand existing system architectures, integrations, and dependencies, including how DPH systems interface with SCEIS and other enterprise platforms.
Identify technical gaps, performance issues, and modernization opportunities across legacy systems.
Implement system improvements through reliable, secure, and scalable code.

Maintain technical documentation, coding standards, and development procedures.
Support all phases of the software development lifecycle, including design, development, integration, deployment, and maintenance.

DevOps, Testing & Implementation
Develop and maintain Cl/CD pipelines to automate build, testing, and deployment processes.
Perform unit, integration, regression, and automated testing to ensure code quality and system reliability.
Participate in system upgrades, code refactoring, security patches, and platform modernization projects.
Support production deployments and collaborate with infrastructure teams to ensure stable and secure releases.
Work with cross-functional stakeholders to coordinate release schedules and ensure smooth implementation of updates.

Technical Documentation & Knowledge Sharing
Create and maintain documentation for application architecture, APls, integrations, and deployment processes.
Document best practices for coding, DevOpsworkflows, and security compliance.
Provide technical guidance and collaborate with team members to improve development practices across the organization.

Data Integrity, Reporting & Integration Support
Develop and maintain application logic and API integrations that ensure data accuracy, integrity, and consistency across HR and administrative systems.
Support reporting needs by building or optimizing system components that feed reporting tools such as Power Bl or similar platforms.
Troubleshoot data inconsistencies and implement technical solutions to improve system performance and customer satisfaction.

System Optimization & Modernization
Refactor legacy code and migrate aging applications to modern frameworks and platforms.
Identify automation opportunities to replace manual workflows and improve system efficiency.
Collaborate with HR, Finance, and IT subject-matter experts to understand functional needs and translate them into technical solutions.
Participate in gap analyses to align current system capabilities with future-state technical requirements.
