The Opportunity:Join DCYF's Background Check team as a Developer and design, develop, test, enhance, and maintain complex applications that operate 24/7. In this role, you will support mission-critical systems that advance DCYF's work and improve outcomes for children, youth, and families. You'll work across the full software development life cycle, ensuring applications are secure, reliable, and compliant with state and federal requirements. You'll also partner with DevOps teams to automate and streamline deployment, supporting modern and efficient technology solutions for DCYF.
Some of what you'll get to do:- Participates in iterative process improvements regarding the System Development Life Cycle (SDLC.)
- Design and develop interfaces with business partners, including state agencies as well as third party organizations.
- Collaborate with DevOps teams to ensure regular, controlled deployment of updates to existing application driven applications.
- Troubleshoot and resolve complex applications, interface and data-related issues.
- Ensures application security and privacy requirements are met.
- Monitors the health and functionality of applications, reacts appropriately to operational issues.
- Embraces agile software development principles and values.
- Recommends, designs, and develops technical solutions.
- Develop and maintain Microsoft Power Platform, Azure Integration Services, .NET Framework MVC web application and Restful API's.
- Mentors and coaches less-senior developers.
- Perform complex system application software testing steps.
- Create website unit test projects.
- Build test classes and methods.
Required Qualifications: Four years of information technology experience such as consulting, analyzing, designing, programming, installing and/or maintaining computers software applications, hardware, telecommunications, or network infrastructure equipment; directing projects; providing customer or technical support in information technology; or administering or supervising staff who performed work in any of these information technology disciplines.
*A bachelor's degree in computer science or computer information systems may substitute for two years of experience.

Additional qualifications:- Experience using Azure DevOps to create and manage integrated build definitions and source code branches, merging code from different branches as well as deployment procedures.
- Twelve (12) months of professional experience developing, testing or maintaining data driven applications written in an object-oriented programming language.
Preferred qualifications:- Experience developing web applications using Visual Studio, Azure DevOps , C#, SQL, JavaScript, HTML, Azure Integration Services, and Microsoft Power Platform.
- Experience with Agile, and Iterative development processes.
- Experience with AI Assisted tools (GitHub Copilot).

Holidays Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.
Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Sick Leave Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Vacation (Annual Leave)Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.
Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.
Pay status includes hours worked, time on paid leave and paid holiday.
As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.
Note: Most agencies follow the civil service rules covering leave and holidays for
exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.
Military LeaveWashington State supports members of the armed forces with 21 days paid military leave per year.
Bereavement Leave Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
