A Business Analyst Specialist will lead ENV''s major business process and application improvement initiatives to support NEPA Delegation and other major business needs for TxECOS. The Environmental Affairs Division (ENV) and Information Technology Division (ITD) of the Texas Department of Transportation (TxDOT) requires the services of one Sr. ENV Business Systems Specialist. The Sr. Business Systems Specialist will be responsible for leading the business systems development efforts from the Environmental Affairs Division. Additionally, we will be responsible for coordinating with the ENV Division director, ENV business stakeholders, District business stakeholders, ITD SMEs and 3rd party development team, in maintaining and creating the ENV business systems needs following and collaborating with the DIR/ TxDOT ITD project delivery process.

 

The services to be provided by the Worker will include, but will not be limited to the following:

A. Work as a technical and business product owner, collaborate and prepare for the requirements discovery sessions, and conduct user story documentation, and product backlog grooming with Stakeholders and department executive staff for ENV and ITD division application integrations, enhancements, and development.

B. Work as a GenAI lead for the ENV division and collaborate with ITD AI program office to champion and lead GenAI solutions for the environmental business needs following ITD AI program procedures.

C. Lead business analysis, functional requirements, delivery, risk management and implementation for Engage Texas (statewide public involvement project for NEPA and Non-Non projects) by collaborating with ENV, ITD, PRO, TPP-PI, 3rd party vendor team.

D. Gather ENV''s Business Processes, create user stories, prepare functional Requirements Documents, and Build Prototype Screens from Business Requirements Documents.

E. Act as a liaison between ENV, ITD, 3rd Party Project Manager, 3rd party development team, and ENV OPR (Office of Primary Responsibility) for application integrations, enhancements, and development using ITIL process.

F. Create Functional Specifications for the Application, Create Test Cases, Perform Unit, System, User Acceptance Testing, Identify and Create defects in Defect Tracking tools, ADSR Requests, Submit Database Requests,

G. Create Adhoc Reports using PL/SQL procedures for Legislation reporting, Create Reports templates, Create and Update User Instruction Manuals, Create and Update Help Documents

H. Map environmental business processes including the creation of conceptual and logical data models. Document business requirements and GAP analysis for the selected TxDOT projects.

I. Support Statewide Training with the OPR, Webinars, VTC, and traditional classes, and record and produce training videos as needed.

J. Translate the business knowledge of Texas ECOS, Engage Texas functionality, data, and reporting to the Texas ECOS, and Engage Texas development teams.

K. Convert user stories into detailed specifications to create or modify computer programs in TxDOT.

L. Work requires RFP, SOW development, deliverable management, contact with developers, information systems analysts, end users, and department executives.

M. Data mapping from existing environmental business rules to Texas ECOS database.

N. Compose correspondence and technical documents in addition to other reasonable Sr. Business Systems Specialist and project delivery services as necessary for the selected TxDOT projects.

O. Act as a liaison between ENV, ITD, 3rd Party Project Manager, 3rd party development team and ENV OPR (Office of Primary Responsibility) for application integrations, enhancements, and development.

Track Project Milestones, Maintain communication with team members and stakeholders at ENV (Environmental Affairs division) division.
